For a long time, the ownership of rural collective economic organizations in China is vague, the rights and responsibilities are not clear, which restricts the development of rural economy. In 2017, the General Rules of the Civil Law was promulgated, giving rural collective economic with special legal person status, which put an end to the unclear status. By reforming the rural collective property rights system, adjusting the production relations, liberating and developing the productive forces, China has guaranteed the increase of farmers' income, and various idle rural collective property can also be put to good use. Only under the premise of working for the benefit of the people can farmers be actively involved in the construction of a new socialist countryside. China should improve the relevant legislation of collective economic organization, so as to deal with the rapid development of rural economy and many problems arising from it, at the same time, promulgate the preferential tax policy of rural collective economic organization and deepen the reform of rural collective property right system.

长久以来，中国农村集体经济组织的产权归属模糊、权责不明确，制约了农村经济的发 展。2017年中国通过制定民法总则，第一次明确规定了农村集体经济组织的法律地位，赋予其 特别法人地位，结束了其地位不明确的状态。中国为了调整农村的生产关系，解放和发展农村 的生产力，进行了农村集体产权制度，进而保障农民收入的增加，农村各种闲置的集体财产也 得以被盘活和利用。只有在切实一心为民谋利益的前提下，才会使农民积极主动的参与到社会 主义新农村建设中去。中国应当进一步规范和完善集体经济组织相关立法，出台有关农村集体 经济组织及其成员收入的税收优惠政策，以保障农村集体产权制度改革的成果，促进农村经济 的高速发展并解决由此衍生出的诸多问题。
