This study attempted to explore the tasks by recognizing that despite the government's long-term lifelong education program, the results of lifelong education for the vulnerable are still low, and by analyzing the current status of lifelong education programs for the vulnerable. To this end, the contents and characteristics of the lifelong education support project for the underprivileged in the first comprehensive plan for lifelong education promotion to the fourth comprehensive plan for lifelong education promotion were examined. As a result of the study, the first (2002~2006) period aims to strengthen lifelong learning support for social integration, based on participatory welfare, and the second period (2008~2012), based on active welfare, a public support system for the underprivileged. With the aim of realizing a lifelong learning society through preparation, it can be seen that in the third period (2013~2017), the project was conducted with the goal of providing customized lifelong learning support for social integration based on universal welfare. In the current 4th period (2018-2022), the project is underway with the aim of establishing a lifelong learning ladder for the underprivileged based on inclusive welfare. Based on these characteristics, three directions were proposed for lifelong education for the underprivileged. First, a policy should be established based on the understanding of the needs of the education underprivileged. Second, it is necessary to create a learning environment that can motivate the underprivileged to participate in learning and sustain the willingness to participate. Third, it is necessary to diversify lifelong education support for the underprivileged.

본 연구는 정부에서 오랫동안 소외계층을 위한 평생교육사업을 진행해 오고 있음에 도 불구하고 소외계층 평생교육의 성과가 여전히 낮은 점에 대해 문제의식을 갖고 소외계층 평생교육사업 현황을 분석하여 과제를 탐색하고자 하였다. 이를 위해 제1 차 평생교육진흥종합계획부터 제4 차평생 교육진흥종합정책 속의 소외계층을 대상으 로 하는 평생교육 지원사업의 내용과 특성 을 살펴보았다. 연구결과 제1차(2002~2006)시기에는 참여 복지를 기조로 사회통합을 위한 평생학습 지원강화를 목표로, 2차(2008~2012)시기에 는 능동적 복지를 기조로 소외계층에 대한 공적 지원시스템 마련을 통한 평생학습사 회 실현을 목표로, 3차(2013~2017)시기에는 보편적 복지를 기조로 사회통합을 위한 맞 춤형 평생학습지원을 목표로 사업이 진행 되었음을 알 수 있었다. 현재 진행중인 4 차(2018~2022)시기에는 포용적 복지를 기조 로 소외계층 평생학습 사다리 마련을 목표 로 사업이 진행중이다. 이러한 특성을 바탕으로 소외계층 평생교 육의 방향성을 세 가지로 제안하였다. 첫 째, 교육소외계층의 욕구파악을 기반으로 정책을 수립해야 한다. 둘째, 교육소외계층 의 학습참여 동기를 유발하고 참여의지를 지속시킬 수 있는 학습환경 조성이 필요하 다. 셋째, 교육소외계층을 대상으로 하는 평생교육 지원의 다양화가 필요하다.
