The role of the educational supervisor in the central educational authorities is very important in promoting a administration and policy for national education. The purpose of this study was to develop a competency model that specifically presents the competency required for national educational supervisor as an exploratory study for the ministry of education. To this end, we analyzed the literature on the competency of educational supervisors in local educational authorities and national officials, and suggested the competency model of educational supervisor comprehensively by analyzing the content of interviews with experts and parties. The main research results are as follows. A competency model including 16 competency factors in 4 competency groups for educational researcher and 19 competency factors in 4 competency groups for educational senior researcher / senior supervisor was developed. The national educational supervisors should basically have competencies expected of a national official, and should also fully demonstrate the education competency. In addition, the higher the position, the more the competency factors to be equipped should be separated and deepened to suit the performance duties. The competency model developed in this research can be used as a diagnostic criterion for selecting and continuously strengthening the competency of educational supervisor, and it will be used effectively in developing the standard competency of education supervisor.

국가교육을 위한 행정과 정책을 추진하는데 있어서 중앙교육행정기관의 교육전문직원의 역 할은 매우 중요하다. 이 연구는 교육부를 중심으로 중앙 교육전문직원이 갖추어야 하는 역량 을 구체적으로 제시하는 역량모델을 탐색적으로 개발하고자 하였다. 이를 위하여 지방의 교 육전문직원과 국가공무원의 역량에 대한 문헌을 분석하고, 전문가와 당사자의 면담 내용을 분석하여 교육부 교육전문직원의 역량모델을 종합적으로 제안하였다. 주요 연구 결과는 다음과 같다. 교육연구사의 경우 4개 역량군 16개 역량 요소, 교육연구관 /장학관의 경우 4개 역량군, 19개 역량 요소가 포함된 역량모델이 개발되었다. 중앙 교육전문 직원은 국가공무원에게 기대되는 역량을 기본적으로 갖추어야 하며, 교육에 대한 역량 또한 충분히 발휘하여야 한다. 또한 교육연구사에서 교육연구관/장학관으로 직급이 높아짐에 따라 갖추어야 할 역량 요소가 수행 직무에 맞게 심화되어야 한다. 이 연구에서 탐색적으로 개발한 역량모델은 교육전문직원 선발과 지속적인 역량 강화를 위 한 진단 기준으로 활용이 가능하며, 추후 본격적으로 교육전문직원의 표준 역량을 개발하는 데 의미있게 활용되기를 기대한다.
