The purpose of this study is to find a direction for the citizen arts-education aimed at creating culture city and propose convergence art education program that can be realized in our community through a case study on the contents and activities of the existing citizen arts-education. For the formation of culture city, enjoying of art in life and desirable citizenship is important. This paper searches for the direction for the citizen arts-education by examining the representative art education programs in European culture cities. Because citizens from various backgrounds of the society are the leading subjects of the citizen arts-education, expression of convergence art becomes a common factor, along with openness and rapport. The implication lies in the contents that express artistic ideas and imaginations that cover diverse generations. In citizen arts-education, performance methods of "busking" and "storytelling concert" are some of the skills that can implement these attributes well. For the stable settlement of the "busking" and "storytelling concert" as the culture of a city, continued interests and development through a collaboration with experts and local government based on the regional identity is required by considering the openness of public art, while rejecting from rash street performances.

본 연구의 목적은 문화도시를 위한 시민예술교육의 내용과 활동의 사례를 통하여 시민예술교육의방향성을 찾고 우리 공동체에서 구현할 수 있는 융복합 프로그램을 제안하는 것이다. 문화도시의형성을 위해서는 시민의 삶 속에서 향유하는 예술이어야 하고 바람직한 시민성 함양이 무엇보다중요하다. 문화도시로 대표되는 유럽의 예술교육 프로그램을 토대로 고찰할 때, 개방성과 소통으로전 세대를 포괄하는 시민예술교육에서는 융복합적인 사고와 내용에 공통적인 시사점이 있다. 시민예술교육에서 ‘버스킹’과 ‘스토리텔링 콘서트’와 같은 연주방법은 이러한 특성을 잘 구현할 수 있는방법이다. 하지만 ‘버스킹’과 ‘스토리텔링 콘서트’가 도시의 문화로 안정적인 정착을 위해서는 공공예술의 개방성을 고려하여 무분별한 거리연주를 지양하고 지역의 정체성에 기초한 전문가 및 지자체와의 협업을 통한 지속적인 관심과 개발이 필요하다.
