In 2019, Japan-ROK relations were called the “worst in history” due to normalization of diplomatic relations. The current study investigated how the relation between Japan and Korea had been perceived in both the societies by analyzing the editorials in daily major newspapers of both the countries. By considering the “frame” of the media’s perception that it can profoundly impact public opinion, we observed what commonalities and differences exist between Japanese and Korean media, and what issues have been overlooked in both the media. From the results of our survey, we confirmed that media from both the countries recognized the two governments as having a frame of perception that instigates public sentiment. We also found that all the Japanese newspapers in this survey, including the liberal Asahi Shimbun criticized the incumbent Moon Jae-in administration, while the Korean newspapers criticized either the Japanese government or the Korean government depending on the political alignment of the media. In addition, media in both the countries value the recognition frame of explaining the strained JapanKorea ties in terms of security and economic interests. However, because of this recognition frame, we haven’t focused on the historical perception of the colonial era directly as a factor of deteriorating Japan-ROK relations, despite the fact that the issue of forced Korean labors did lead to deterioration of the Japan-ROK relations during the conflict.

본고는 2019년 한일 양국의 주요 일간지 사설을 통해 국교정상화 이래 ‘사상 최악’으로 불리는 한일관계가 양국사회에서 어떻게 인식되었는지를 분석한다. 여론에 지대한 영향을 미칠 수 있는 언론의 인식 프레임(frame)을 분석함으로써 한일 양국 언론 사이에 어떤 공통점과 차이점이 존재하는지, 또한 양국 언론이 간과한 논점은 어떤 것이었는지 살펴보고자 한다. 선행연구는 한일 각 언론사들이 자국 정부 입장을 대변하는 경향을 지적한다. 하 지만 2019년 한일 양국 언론들이 보인 논조는 선행연구의 지적과 달랐다. 한일 정부 가 국민감정을 선동하고 있다는 인식 프레임을 가진 것은 양국 언론 모두가 보인 공통적인 논조였다. 그런데 진보성향으로 알려져 있는 《아사히신문》을 포함한 모든 일본 언론들이 한국 문재인 정권의 잘못을 지적한 반면, 한국 언론들은 보수・진보 성향에 따라 그 비판의 화살을 각각 다른 쪽으로 돌렸다. 《조선일보》 등 보수 언론 은 자국 정부를 비판하는 논조를 보인 것이다. 또한 한일 양국 언론이 공통적으로 안전보장과 경제이익을 중시하는 인식 프레임 을 중요하게 여겼음을 확인할 수 있었다. 특히 GSOMIA 종료 위기가 현실화되자 모 든 언론사가 한일관계 개선의 중요성을 주장한 것을 통해 언론사의 인식 프레임으 로서 안보가 중요한 위치를 차지하고 있다는 것을 알 수 있다. 또한 본래 한일관계 악화의 계기가 되었던 ‘징용공’ 문제를 둘러싼 역사인식 문제가 한일관계 개선을 논 하는 데 있어 주요 논점으로 다루어지지 않았다는 것도 확인된다.
