In a political market, general citizens have an incentive to be “rationally ignorant”. Rational ignorance means citizens’ or voters’ tendency of not trying to learn about public affairs and policies or election pledges. The reason “rational ignorance” occurs in general citizens can be explained by the so-called “logic of collective action”. When typical or ordinary citizens intend to be rationally ignorant about public affairs, they make related decisions based on the “ideologies” they believe. Rational ignorance is a democratic disease that is as prevalent as populism in an advanced democratic society. Thus, modern democracy has a new task of moving toward “rational informedness” out of “rational ignorance”.

정치 시장에서 일반 시민들은 공무(公務)에 관해 합리적으로 무지(無 知)하려는 유인을 가진다. “합리적 무지”란 시민들 또는 투표자들이 공 무나 공공정책 또는 선거 공약에 관해 잘 알려고 하지 않는 것을 의미한 다. 일반 시민들의 합리적 무지는 ‘집단행동의 논리’에 바탕을 두고 있 다. 일반 시민들이 공무에 관해 합리적으로 무지할 때 정보나 지식이 아니라 자신들이 믿는 “이념”을 바탕으로 의사 결정을 한다. 합리적 무지는 선진 민주주의 사회에서 만연하는 하나의 ‘민주병’(民主病)과 같 다. 따라서 현대 민주주의는 ‘합리적 무지’로부터 “합리적 유지”로 이동 해야 하는 새로운 과제를 안고 있다.
