The study proposed a cost calculation plan for the government and defense companies to co-exist by improving the cost calculation process for the defense industry. The plan for establishing a trust-based cost calculation process is to change the cost calculation method by giving incentives such as simplifying the scheduled price calculation process by trusting that the cost data calculated by the company is sincere when the defense industry submits the cost data, including the signature of the CEO and executives of the defense division, audit of external audits, and certification of the defense cost management system. By establishing a cost-calculation process in which the government and businesses can coexist through mutual trust, I will be able to shift the perception of corruption in defense industry and pave the way for a leap forward in the defense industry that is suitable for the fourth industrial era.

이번 연구는 방산물자에 대한 원가계산 프로세스 개선을 통해 지속 성장 가능한 방위산업 생태계를 조성하고 정부와 방산업체가 함께 상생할 수 있는 원가계산 방안을 제시하였다. 신뢰 기반의 원가계산 프로세스 구축 방 안은 대표이사 및 방산부문 임원의 서명, 민･방산구분회계보고서의 외부 감사인 감사 그리고 방산원가관리체계 인증 구비 등 제반의 전제조건을 충족하는 방산업체가 원가자료를 제출하면 정부는 업체가 제출한 원가자료를 진실하다고 판단하고 예정가격 산정절차 간소화 등 인센티브를 부여하는 방식으로 원가계산 방법을 전환하고자 하는 것이다. 필자는 정부와 업체가 서로간의 신뢰를 통해 상생할 수 있는 원가계산 프로세스를 구축함으로써 방산 비리에 대한 인식을 전환하고 4차 산업시대에 걸맞는 방위산업 도약의 발판을 마련할 수 있을 것이다.
