This study aims to conduct scenario planning to predict of future qualification to respond to the future society, and the results of this study is as follows; first, the key factors for the development of the scenario for the future qualification, which is, respectively (1) the speed of the changes and the acceptability, (2) the degree of convergence of the technology, (3) automation, and (4) the changes in the HR management. As the result by the development of the four future scenarios of (1) an era with mild changes, (2) an era with active changes, (3) a new qualification era, and (4) an era of uselessness. Second, the future qualifications as the experts of the industries (ISC) and the education expect show that the changes in the technology, convergence, automation, and HR management, will happen at such a speed in companies in 10 years, there would still be demands of the future qualifications. However, the future qualification in this case is expected to be of a new qualification that recognize the results of various trainings that are nothing like what they are today. It is also expected that the most important function of these new qualifications will be leading and guiding training and education, and the use of such qualifications is also expected to increase from their current levels.

본 연구는 기술이 빠르게 변화하는 미래사회에 대응하여 미래 자격의 모습을 전망하기 위해 시나리오 플래닝(미래자격 시나리오 도출, 미래자격 전망)을 실시하였고, 그 결과는 다음과 같다. 첫째, 미래자격 시나리오 도출을 위한 핵심동인으로 ➀ 기술변화 속도 및 수용성, ➁ 기술의 융·복합 정도, ➂ 자동화 및 무인화, ➃ 인력관리 변화를 도출하였다. 이후 이들의 변화 수준 및 정도에 따라 미래 자격의 시나리 오를 ① 완만한 변화 시대, ② 적극적 변화 시대, ③ 새로운 시대, ④ 무용론 시대 4개를 도출하였다. 둘째, 산업계(ISC) 및 교육훈련 전문가들이 전망하는 미래자격은 다음과 같다. 10년 뒤에는 기술의 변화 및 융복합, 자동화 및 무인화, 인력관리의 변화가 기업에서 매우 빠르게 이루어지나 노동시장에서 여전히 자격의 수요는 존재할 것으로 보았다. 다만, 이 때 자격은 현재와 같은 모습이 아닌 다양한 학습결과를 유연하게 인정하는 새로운 능력인증기제의 형태로 전망되었다. 새로운 형태의 자격이 갖는 가장 중요한 기능은 ‘교육훈련을 유도하고 선도하는 기능’이며, 또 이러한 자격의 활용도는 현재 보다 증가할 것으로 전망되었다. 본 연구는 이와 같이 미래 자격의 전망 결과를 바탕으로 향후 자격정책 방향성과 주요 추진 과제를 제시하였다.
