This paper analyzes the quality control system of the national technical qualification from an integrated perspective through open system theory and presents improvement measures. The main idea of this paper was the quality control of how the national qualification system should be operated from the perspective of system dynamics as well as highlight changes in the domestic and foreign environments, and this should be reflected in the quality control system. The National Technical Qualification System, which has been conducting quality surveys and utilization mainly on utility evaluation, proposed a framework for a comprehensive and macroscopic quality control system, which can respond to vocational training during the Fourth Industrial Revolution. Also examing it in relation to the needs of the times, as well as confirming the current situation and problems through case analysis in major countries. At the stage of the environment and the input process, the relevant ministries and agencies presented checklists and guidelines that can be used on the sites, proposing governance structures of the national technical qualification system in order to ensure conformity throughput the process. Finally, they are proposing revisions of legislation and checking relevant legal environment to ensure the utility evaluation in the stage of output.

이 논문은 과학기술 및 사회환경 변화에 따라 국가기술자격제도 품질관리체계 역시 개방형 체제로의 개선이 필요하다는 관점에서 시작되었다. 국가자격제도의 품질관리가 내·외부 환경변화를 반영할 수 있 는 시스템 다이내믹스 관점에서 운영되어야 하며 이를 제도 내 반영할 수 있어야 한다는 연구 주제에 부 합하기 위해, 체제이론을 기반으로 국가기술자격제도의 품질관리체계를 통합적 관점에서 분석하고 개선 방안을 제시하였다. 국가기술자격제도의 효용성 평가 위주의 품질관리체계를 확장하는 개념에서 4차 산 업혁명 시대 혹은 언택트 시대 등 외부환경 및 시대적 요구에 반응할 수 있는 거시적, 총체적인 관점에 서의 품질관리체계 프레임워크를 제안하고, 주요국 사례분석 등을 통해 국내 국가기술자격제도 품질관리 체계의 현황과 문제점을 확인하였다. 환경과 투입과정 측면에서는 주무부처와 전담기관이 업무현장에서 활용할 수 있는 체크리스트, 가이드라인을 제시하고, 산출의 적합성 측면에서 국가기술자격제도의 거버넌스 구조 등을 제안하였으며, 기존 국가기술자격제도의 주요 품질관리 영역인 효용성 평가의 완결성 확보 를 위한 관련 법 환경과 근거법률 개정(안) 등을 제안하였다.
