This paper analyzes the relation of public institutions and economic revitalization. We select the top 30 public enterprises in terms of asset rankings, which represent more than 70 percent of the total assets of all public institutions. We compare the asset and financial performance of top 30 public enterprises with the those of top 30 private enterprises. Even considering the characteristics of public enterprises pursuing public interest, it shows that their financial performance is inferior to private enterprises’ performance. The operating profit margin, on behalf of profitability, of public enterprises is similar level, while their other financial indicators including asset efficiency, stability, and value-added significantly lower than private enterprises. The Input-Output analysis is conducted to examine the economic ripple effects when the asset efficiency of public enterprises in their 30s reached the benchmark level of private enterprises in each industry. The results of the analysis suggest that the improvement of public enterprises’ asset efficiency has the effect of increasing sales, and thus it is possible to revitalize the economy in terms of production, value-added, and employment in the industry as a whole.

본 논문에서는 공공기관의 확대가 경제 활성화와 어떠한 관계가 있는지 분석한다. 공공기관을 대표하 는 자산순위 30대 공기업을 선정하여 민간기업과의 자산규모 및 경영성과 등을 비교·평가한다. 공공 성을 추구하는 공기업의 특성을 고려한다고 하더라도 공기업의 재무성과는 민간기업의 재무성과에 비 해 미흡한 것으로 분석된다. 수익성을 제외하고 공기업의 자산효율성, 안정성, 부가가치 측면에서 민간 기업에 비해 현저하게 낮은 수준으로 나타난다. 30대 공기업의 자산효율성이 해당 업종 민간기업 벤치 마크 수준만큼 개선된다는 가정 하에 경제적 파급효과를 살펴보기 위해 산업연관분석을 수행한다. 분석 결과, 공기업 자산효율성 개선을 통해 산업전반적으로 생산, 부가가치, 고용측면에서 경제 활성화가 가 능함을 시사한다.
