Vote equivalence is a significant factor in electoral apportionment. The purpose of this paper is to measure and evaluate the electoral apportionment in the 21st National Assembly election of Korea by employing four indexes: (i) apportionment index, (ii) coefficient of variation of the apportionment index, (iii) political Gini coefficient, and (iv) (1-cosine square index). These indexes can provide an objective criterion in evaluating the electoral apportionment. While the coefficient of variation of the apportionment index and (1-cosine square index) have slightly decreased compared to the 20th election, it turns out, the political Gini coefficient has increased in the 21st National Assembly election of Korea in comparison to the 20th National Assembly election. This shows that the overall distortion in the 21st election is similar to that in the 20th election. Based on the results, the paper has suggested a few ways to improve the apportionment process. One of them is to set the specific levels of those indexes to be achieved in the apportionment process.

본 논문은 21대 국회의원 선거구획정을 표의 등가성(等價性)에 초점을 맞추어 측정하고 평가하고자 한다. 이를 위해 획정지수, 획정지수의 분산계수, 정치적 지니계수 및 (1-코사인제곱지수)를 측정하고 평 가한다. 측정 결과 21대 국회의원 선거구획정에서 획정지수의 분산계수와 (1-코사인제곱지수)는 20대보 다 소폭 감소하였으나, 정치적 지니계수는 소폭 상승한 것으로 나타났다. 이는 21대 국회의원 선거에서 표의 등가성이 20대와 비슷한 수준임을 나타낸다. 광역시·도 간 획정지수의 격차와 선거구 간 인구 격 차가 여전히 존재하므로 향후 이를 해소할 필요가 있다. 이를 위해 향후 선거구획정에서는 정치적 지니 계수, 획정지수의 분산계수, (1-코사인제곱지수) 등의 목표를 구체적으로 설정하고, 이를 충족시키고자 노력할 필요가 있다. 또한 선거구획정 과정의 공정성과 적시성 및 예측가능성을 높여야 할 것이다.
