This study proposed a productive role in private security services to prevent crimes such as violence at healthcare institutions. It is discussed on medical institutions which are subject to security equipment installation and security personnel placement as specified in the revised Medical Act. First of all, when it comes to vulnerabilities to crimes and safety-related accidents in medical institutions, the discussion dealt with vulnerabilities to crimes and safety-related accidents due to the nature of medical institutions featuring an easy access to the public, as well as danger in an emergency room. Moreover, in order to analyze previous studies, the study set forth research findings from domestic and international studies as to an empirical analysis into a crime issue over medical personnel. To analyze the crime-related status involving medical institutions, this study used a field survey performed by the Ministry of Health and Welfare for creating safe medical environments and culture in 2019. What is more, the study proposed guidelines for security personnel and facilities suggested by the revised Medical Act so as to analyze the status of related laws and systems. Lastly, it proposed constructive methods which can be taken by the private security sector in connection with crime issues in medical institutions through such theory-based discussions and status: First, they are methods for new-comer education and job training for private security services. Methods for preparing a situational response manual, methods for security system improvements associated with security facilities, equipment and human resources, building partnership with related institutions such as the police are proposed. Lastly, how to collect data on policy reinforcement and improvement through database (DB) establishment on security, incidents and accidents is also suggested on the study.

이 연구에서는 의료기관에서 폭력 등과 같은 범죄를 예방하기 위한 민간경비의 발전적인 역할을 제시하였다. 개정된 ｢의료법｣에서 명시한 보안장비의 설치와 보안인력의 배치에 있어서 적용의 대상 이 되는 의료기관을 기준으로 논의하였다. 먼저 의료기관의 범죄 및 안전사고 취약성에서는 의료기 관의 개방적인 특성으로 인해 출입통제 어려움에 따른 범죄와 안전사고의 취약성, 응급실의 위험성 에 대하여 논의하였다. 또한 선행연구의 분석을 위하여 의료인력에 대한 범죄문제와 관련하여 수행 된 실증연구들에 대한 국내외의 연구를 제시하였다. 그리고 의료기관 범죄관련 실태를 분석하기 위 하여 2019년 보건복지부에서 수행한 안전한 진료환경 및 문화 조성을 위한 실태조사를 활용하였으 며, 관련 법제도적 현황을 분석하기 위하여 개정된 ｢의료법｣에서 제시하는 보안인력 및 시설의 적용 기준을 제시하였다. 마지막으로 이러한 이론적인 논의와 실태를 통하여 의료기관의 범죄문제와 관련 하여 민간경비 분야에서 취할 수 있는 발전적인 방안을 제시하였다. 첫째, 민간경비의 신임교육과 직무교육을 방안과 둘째, 상황별 대응 매뉴얼 제작을 위한 방안, 셋째, 보안시설 및 장비 그리고 인 력과 관련된 보안시스템 개선을 위한 방안, 넷째, 경찰 등과 같은 유관기관과의 협조체계의 구축, 다 섯째, 보안 및 사건·사고 관련 DB구축을 통해 정책적 보완 및 개선의 자료 수집 방안에 대하여 제 시하였다.
