Among various factors that threaten the survival of humanity, disasters and dangers caused by viruses have already been premonished through many future reports. Due to the current global pandemic of the Covid-19 virus, there have been many social issues emerged, and the exercise of police authority and police activities have been conducted. By exercising ‘social distancing’ and ‘distancing in daily life’, conflicts and clashes are occurring during law enforcement due to the different unprecedented situations. Especially during the pandemic, a social disaster, when strong regulations like quarantine and the prohibition of the social gathering are enforced, the role of police officers became more important. The police officer’s basic understanding of this pandemic situation is required and the policy direction of the officer’s police activities should be set according to the change in crime patterns related to the pandemic situation. This study thus aims to suggest a basic framework of coping measures for the police to respond promptly and flexibly in the unusual social environment by surveying police officer’s perceptions on pandemic and its relevance to police activities. As a result of analyzing the data of 366 police officers using convenience sampling, 54.2% responded that they don’t know well about the concept of pandemic and it appears that longer their police career, higher the average rates of them not being aware of the concept of a pandemic, responding that there is no relevance between the pandemic situation and police, and that there is no need to establish a new department or a person in charge of responding to the pandemic situation. Therefore, it is necessary to conduct education related to the basic understanding of pandemic and the aspects of related crimes or social changes and to conduct research on specific pandemic situations, crimes, and police activities.

인류의 생존을 위협하는 여러 가지 요인 중 바이러스에 의한 재난과 위험상황은 이미 많은 미래 보고서를 통해 예고된 바 있다. 현재 코로나19 바이러스의 세계적 대유행으로 인해 많은 사회문제가 대두되고 있으며, 이와 관련된 경찰권 발동과 경찰활동이 이루어지고 있다. ‘사회적 거리 두기’, ‘생활 속 거리 두기’ 등을 실천하면서 기존에 경험하지 못한 다양한 상황으로 인해 법집행 현장에서는 마찰과 충돌이 발생하고 있다. 특히 팬데믹이란, 사회재난 상황에서 격리조치, 집합금지 등 강력한 규제가 이루어지면서 경찰의 역할이 중요해지고 있다. 이러한 팬데믹 상황에 대한 경찰공무원의 기본적인 이해가 필요하고, 팬데믹 상황과 관련된 범죄양상의 변화에 따라 일선 경찰공무원의 경찰활동 정책 방향 등이 마련되어야 하는 상황이다. 따라서 이 연구는 경찰공무원을 대상으로 팬데믹에 대한 인식과 경찰활동과의 관련성에 대하여 설문조사를 실시하여 특수한 사회 환경에서 경찰의 신속하고 유동적인 대처를 위한 대처방안의 기초적인 근거를 제시하고자 하였다. 이 연구는 편의표집 한 366명의 경찰공무원을 대상으로 설문조사한 자료를 분석한 연구결과 팬데믹 개념에 대하여 54.2%가 잘 알고 있지 않다고 응답하였으며, 경찰 근무기간이 길수록 평균적으로 팬데믹에 대한 개념을 잘 인지하지 못한다고 응답한 비율, 팬데믹과 경찰과의 관련성이 없다고 응답한 비율, 팬데믹 상황 대응 담당부서 신설 및 담당자 지정이 필요하지 않다고 응답한 비율이 대체적으로 높은 것으로 나타났다. 따라서 팬데믹 상황에 대하여 경찰공무원을 대상으로 팬데믹에 대한 기본적인 이해와 관련 범죄의 양상 또는 사회변화 등과 관련된 교육이 진행되어야 하며, 특수한 팬데믹 상황과 범죄, 경찰활동과 관련된 연구가 수행되어야 할 필요가 있다.
