This is an unprecedented time for all of us. Countries, businesses and organizations around the world have maintained emergency mode for the past time and have established various countermeasures to cope with the fandom. However, despite the efforts of the state, public institutions and private companies, the spread of the Covid-19 has continued. In addition, national control and 'social distancing' from the threat of pandemics are difficult to be effective as long-term solutions, and each organization and organization should establish a control process based on risk management to establish countermeasures that take into account the continuity of the organization. While it may be impossible to control the high-level threat of infectious diseases, it is possible to supplement vulnerabilities and minimize losses through systematic management, and come up with countermeasures to suit the characteristics of the threat of infectious diseases. In this study, we wanted to analyze the characteristics of infectious diseases and identify the main causes of the spread of infectious diseases to explore the necessary responses, identify the vulnerabilities of current fandom responses, and propose ways to respond to more effective fandom situations by suggesting ways to utilize physical security information management platforms (PSIM) to improve them.

지금은 우리 모두에게 전례 없는 시간이다. 전 세계의 국가, 기업, 조직들은 지난 시간동안 비상 모드를 유지하며 팬데믹에 대응하기 위한 각종 대응방안을 수립하였다. 그러나 국가, 공공 기관, 민간 기업들의 갖은 노력에도 불구하고 코로나 19의 전파는 끊이지 않고 있다. 또한, 팬데믹이라는 위협상황에서 국가 차원의 통제와 ‘사회적 거리두기’는 장기적인 해결방안으로 실효성을 가지기 어려우며, 각 조직, 단체는 위험관리를 기반으로 하는 통제프로세스를 수립하여 조직의 연속성을 고려한 대응방안을 수립해야한다. 감염병과 같은 높은 수준의 위협을 통제하는 것은 불가능하다고 볼 수 있지만, 감염병이라는 위협이 가지는 특성에 맞게 대응방안을 수립하고 취약성을 보완, 체계적인 관리를 통해 손실을 최소화 할 수 있다. 이 연구에서 감염병이 가지는 특성을 분석하고 감염병 확산의 주요원인과 현 대응방안의 문제점을 분석하여 효과적인 대응방안을 탐색하고자 하였으며, 물리보안정보관리(PSIM) 플랫폼 활용방안을 제시하여 보다 효과적인 팬데믹 대응방안을 모색하였다.
