The study is aimed at analyzing the changed aspects of terrorism caused by the Corona 19 Pandemics, which has become a global issue. In particular, the analysis of terrorist incidents since 2020 shows different aspects from the traditional aspects of terrorism such as bio-terrorism; so it is necessary to analyze. In addition, Corona 19 incidents calls for ‘New normal' in areas such as politics, economy, society, and culture,. Due to this, the new threat of terrorism through viruses is spreading silently across global and affects throughout society causing mental shock and fear, which the impacts are stronger than war. According to the study, 125 domestic and foreign media articles were reported from December 2019 to 30th of June 2020 during Corona 19 situation, and the main themes are far-right terrorism, bio terrorism, and international terrorist organizations. Specifically, the main aspects of increment in far-right terrorism are mostly racist hate crimes (terrorism) including Asian hatred. Bio-terrorism conspiracy towards terror-related countries including China and terrorist organizations those which caused the spread of virus throughout the globe. Due to these reasons, countries have settled preparation towards far-right counterterrorism policies. The main aspects of international terrorist organization's glorification were based on online-ISIS and terrorist organizations, also terrorists prison break-out due to allied forces evacuation plans in the Middle East.

이 연구는 전 세계적으로 이슈화되고 있는 코로나19(COVID-19) 위기 사태로 인한 변화된 테러양상 분석을 목적으로 한다. 코로나19 사태는 국제사회로 하여금 정치, 경제, 사회, 문화 등 전 영역에서 뉴노멀(New Normal)을 요구하고 있고, 바이러스 등 소리 없는 테러위협은 전쟁보다 더욱 강력한 세계적인 사회적 혼란과 정신적 충격·공포감을 확산시키고 있는 실정이다. 특히 코로나19로 인한 2020년 테러 양상을 분석해보면 음모론 중심의 바이오테러, 동양인 대상 극우테러 위협 고조 등 기존의 전통적 테러양상과는 다른 양상들이 증대하고 있어 이를 심층 분석할 필요성이 있다. 이를 위해 코로나19가 시작됐던 2019년 12월부터 2020년 6월 30일까지의 보도된 국내외 125개의 언론기사를 내용분석기법(Contents Analysis)을 통해 분석한 결과, 주요 주제는 극우 테러리즘, 바이오테러리즘, 국제테러조직의 정예화로 나타났다. 이를 세부적으로 살펴보면 극우 테러리즘의 주요 양상은 아시아인을 포함한 인종차별 혐오범죄(테러) 증대, 국가별 강력한 극우주의 테러 대응정책 추진 등이었고, 바이오 테러리즘의 주요 양상은 중국 등 적대국에 의한 바이오테러 음모론, 국내외 테러조직들의 바이러스 유포였으며, 국제테러 조직의 정예화의 주요 양상은 온라인 기반의 ISIS 등 테러 조직 복원 및 정예화, 중동 내 연합군 철수에 따른 테러범 수용소 탈출 등으로 나타났다. 이러한 연구결과를 토대로 한 국내 대테러정책 차원의 제언으로는 국내 극우주의 테러위협에 대비한 제도적 차원의 대테러안전대책 수립과, 바이오테러 대응차원에서 관계기관별 화생방 및 의무지원 역량이 확대된 범정부 차원의 감염병 테러대응 역량강화를 도출하였다.
