The world was paralyzed by the Covid-19 crisis, and Korea is no exception. Other countries and the media positively evaluated Korea's national risk management model in the responses to the Covid-19. With this positive evaluation in mind, this study focused on the national risk management model of the Korean government and, in particular, the risk management activities of the police. Korea's risk management model is based on a multi-agency partnership and is taking step-by-step measures centering on a control tower such as the Central Accident Relief Headquarters or the Central Disaster Safety Response Headquarters. The Police are an important part of this national model as a support agency. In response to the corona virus, the police agency conducts non-traditional police activities such as tracking the location of self-quarantined and suspects of infection and checking public places of gathering, as well as traditional police activities such as illegal crackdowns and investigations. In implementing these expanded non-criminal police activities, issues such as tracking the location information of citizens, increasing crime cases in the home, and contradictions between inherent roles of the police and roles of supporting disaster response are emerging. The risk management role of the police in national disaster management will become even more important. Therefore, it needs to minimize negative effects by preparing in advance for the expected problems.

코로나 19 사태로 인해 전 세계가 마비되었고, 한국도 예외는 아니다. 다른 국가들 및 언론에서는 코로나 19 대응에 있어서 한국의 국가적 위험관리모델이 성공적으로 운영되고 있다고 평가하고 있다. 이러한 긍정적 평가에 착안하여, 본 연구에서는 한국 정부의 국가적 위험관리모델과 경찰기관의 위험관리활동을 분석하였다. 한국의 위험관리모델은 다기관 협력 체계를 바탕으로, 중앙사고수습본부 혹은 중앙재난안전대책본부 등 컨트롤 타워를 중심으로 단계별 조치를 취하고 있다. 경찰기관은 이러한 국가적 모델에서 지원기관으로서 중요한 비중을 차지하고 있다. 코로나 19 대응에 있어서 경찰기관은 불법 단속 및 수사라는 기존의 전통적 경찰활동뿐만 아니라 자가격리자 및 감염의심자의 위치추적과 공공 운집 장소의 점검이라는 비전통적 경찰활동을 하고 있다. 이러한 확장된 비범죄적 경찰활동을 이행함에 있어서 시민들의 위치 정보 추적, 가정 내 범죄사건 증가, 그리고 경찰 본연의 업무와 재난대응 지원 역할 간의 모순 등 쟁점이 나타나고 있다. 국가 재난 관리에 있어서 경찰기관의 위험관리 역할은 더욱 중요해질 것이고, 이에 따라 예상되는 문제점에 대해서 사전에 준비를 하여 부정적인 영향을 최소화하도록 노력해야 할 것이다.
