In this study, we would like to measure the degree of communication activation of the teachers' consultative group called 'Saero-Meeting', which is operated by H elementary school, to see if the 'Saero-Meeting' is operating in conformity with the nature of the consultative group that exchanges and collects opinions among teachers. The findings are as follows. The level of communication in ‘Saero-Meeting’ among the members of H Elementary School was high, especially among the sub-factors that showed the degree of activation of communication, the results were remarkable in accuracy and acceptability. Also teachers were also similarly aware of the level of communication regardless of career or position. These results suggest through 'Saero-Meeting' that the communication characteristics of this H Elementary School have characteristics of a horizontal communication structure in particular among the types of organizational communication. A horizontal communication structure is a structure in which horizontal interactions occur between members, not directives or instructions based on status or class differences, especially the function of information exchange or problem solving. Therefore, communication at H Elementary School can be considered to have the characteristics of horizontal communication structure that contributes to its members' receptive attitude and accurate information exchange.

본 연구에서는 H초등학교에서 운영하는 세로모임이라는 교사 협의체의 의사소통 활성화 정도를 측정함으로써 세로모임이 교사들 간 의견을 교환하고 수렴하는 협의체의 성격에 적합 하게 운영되고 있는지 알아보고자 한다. 연구결과는 다음과 같다. H초등학교 구성원이 지각하는 세로모임의 의사소통 수준은 높았 으며 특히 의사소통의 활성화 정도를 보여주는 하위요인 가운데 정확성과 수용성에서 두드러 진 결과를 보였다. 또한 경력이나 직위와 같은 교사의 배경과 관계없이 의사소통 수준을 비 슷하게 지각하고 있었다. 이와 같은 결과는 세로모임을 통해 본 H초등학교의 의사소통 특성이 조직 의사소통의 유 형 중 특히 수평적 의사소통 구조의 특성이 있음을 시사한다. 수평적 의사소통 구조는 지위 나 계층 차이를 바탕으로 한 지시나 명령이 아닌 구성원 간의 횡적 상호작용이 일어나는 구 조이며, 특히 정보 교환이나 문제 해결의 기능을 주로 수행한다. 따라서 H초등학교의 의사소 통은 구성원의 수용적 자세와 정확한 정보 교환에 이바지하는 수평적 의사소통 구조의 특성 이 있다고 볼 수 있다.
