The direction for reforming the publicness of Korean social welfare service has long been discussed about such issues as the supply system(private-public corporation and its organization and administration), demand-side, and human resources. Notwithstanding it has become ongoing debates, this study is to examine the publicness of human resource system and perceptual openness in the services delivery of Disabled Welfare Center. The interrelation process of public realm has the intrinsic publicness characteristics arrived from the interaction and human relationsin in the delivery system of social welfare service. In order to analyze the interrelation process, the integrated perspective and concept of publicness was utilized. Following Arendt, I discussed the essence of publicness focusing on the perceptual openness of members. The discussion of the perceptual openness was explored with a procedural approach reflecting the socio-cultural environment. Approaching an expanded perspective of the publicness concept was based from the enlargement of mental realm. Even though this research could not suggest the concrete criteria for evaluating the publicness, it tried to show the importance of publicness as a inevitable consideration for reforming Korean welfare service delivery system and improving publicness awareness.

1980년대 후반, 공공성 논의는 정부의 사회서비스 공급 확대로 부각되었다. 1990년대 이후 민간위탁 증대에 의해 설립된 장애인복지관은 복지혼합적 형태로 운영되고 있다. 복지혼합으로 가중되는 서비스전달의 장에서 공공성은 희석되고 있다. 본 연구는 공공성 개념의 확장적 측면에서 공감성을 고찰하는 것을 목적으로 하며 이 를 위해 장애인복지관서비스전달을 중심으로 관련 문헌을 탐색하였다. 지역사회복지기관으로서 장애인복지관의 공공성 확보에 대한 전망을 공감성과 접목하여 관련 담론 중심으로 고찰하였다. 공감성은 2010년 이후 사회전반 에서 추구되고 있는 삶의 가치의 하나이며, 사회복지서비스전달의 장에서 주요한 요소이다. 공감성 논의는 정신 영역의 확장 및 공공성 개념의 통합적 관점에서, 시대의 사회문화적 환경을 반영하는 과정적 접근으로 탐색하였 다. 공공성 개념의 확장적 맥락에서 공감성을 고찰한 결과, 장애인복지서비스전달에서 구성원(개인, 단체)과의 공감성은 조직(복지관) 환경 및 조건 개선, 서비스담당자에 대한 제도적 지원 등의 도입 필요를 통해 실현됨을 제안하였다. 본 연구는 장애인복지관서비스를 중심으로 공감성을 고찰함으로써 장애인복지관서비스에서 공감성 논의 확장의 토대를 제시하였다는 점에서 의의가 있다.
