As the 4th Industrial Revolution began, the importance of cyber security is being emphasized again. In the hyper-connected society, the emergence of cyberspace has also been developed in various ways to look at security threats. In particular, due to the special security situation of the Korean Peninsula, the information sector is emerging as a new security threat due to the threat of non-traditional security, and it also raises concerns about threats from cyberattacks, an asymmetrical power from North Korea. The recent spread of the COVID-19 epidemic and deepening conflicts in Northeast Asia, including the US and China, raise concerns about the threat of cybersecurity at the international level. This paper would intend to discuss the aspects of cybersecurity threats and countermeasures with the advent of the fourth industrial revolution. First, it analyzes the threat of cyber security following the 4th Industrial Revolution and expands from traditional security to comprehensive security with the rise of human security in national security. In addition, we analyze major issues related to cybersecurity and discuss ways to use cyberspace peacefully.

4차 산업혁명 시대를 맞이하면서 사이버안보의 중요성은 다시금 강조되고 있다. 초연결사회에서 사이 버공간의 출현은 그에 따른 안보적 위협을 바라보는 시각 역시 다양하게 발전되어 왔다. 특히 한반도는 분 단이라는 특수한 안보 상황으로 인해 비전통안보의 위협이었던 정보분야가 신안보위협으로 부각되고 있 으며, 비대칭 전력인 북한의 사이버전 능력에 대한 우려도 낳고 있다. 최근 COVID-19 전염병 확산과 미ㆍ 중을 비롯한 동북아 역내 갈등 심화는 국제적 수준의 사이버안보 위협에 대한 우려도 제기된다. 본 논문은 4차 산업혁명 시대의 도래와 함께 사이버안보 위협의 양상과 대응책을 논의하고자 한다. 먼 저 4차 산업혁명에 따른 사이버안보 위협 양상과 국가 사이버안보 인식이 전통적 안보에서 포괄적 안보개 념으로 확대되고 있음을 지적한다. 또한, 최근 사이버안보 관련 학문적 주요쟁점들을 분석하고 사이버공 간의 평화로운 활용 방안에 대해서 논의하고자 한다.
