Based on the results of the national statistics quality diagnosis, this study was conducted to identify problems in statistics of maritime distress rescue and to present improvement measures. Therefore, the progress of the national statistical quality diagnosis is introduced and the diagnosis results and improvement measures in each procedure are discussed. Summarizing the results of the quality diagnosis conducted based on the statistics information report on statistics of marine distress rescue prepared by the Korea Coast Guard, each of the six preparation dimensions produced 4.3 points for relevance, 3.7 points for accuracy, 5.0 points for timeliness/punctuality, 5.0 points for comparability, 3.0 points for coherence, and 3.8 points for accessibility/clarity, and a total of 84.5 points for 10 preparation processes. Next, based on the data collection system inspection and the results of the diagnosis of user requirements, problems of statistics were discussed and measures were drawn to improve statistics based on them In conclusion, in order to improve the quality of maritime accident statistics, the concept of statistical items could be clarified in the short term and the statistical aggregation and management system could be improved by expanding the scope of information provided to users. In the long run, the quality of the statistics could also be improved by clarifying the legal basis of the statistics and receiving a continuous external feedback.

이 연구는 국가통계 품질진단 결과에 근거하여 해상조난사고통계의 문제점을 확인 하고 이에 대한 개선방안을 제시하고자 수행되었다. 먼저 국가통계 품질진단의 전반적 인 진행과정을 소개하고, 각 절차의 진단결과 및 개선방안에 대하여 논의하였다. 해상 조난사고통계 정보보고서를 기반으로 수행된 양적 품질진단결과는 6개의 작성차원 별 로 관련성 4.3점, 정확성 3.7점, 시의성/정시성 5.0점, 비교성 5.0점, 일관성 3.0점, 접근성 /명확성 3.8점이 도출되었으며, 10개의 작성과정에 있어 총 84.5점이 도출되었다. 다음으로 자료수집체계점검과 이용자 요구사항 반영실태 진단결과에 근거하여 통계 의 문제점을 논의하고 이를 기반으로 통계의 개선방안을 도출하였다. 결론적으로 해상 조난사고통계의 품질개선을 위해 단기적으로는 통계항목의 개념을 명확히 하고 이용자 들에게 제공되는 정보의 범위를 확대하여 통계집계 및 관리체계를 개선할하여야 한다. 또한 장기적으로 통계의 법적 근거를 명확히 하고 지속적으로 외부의 피드백을 받아 통계의 품질을 향상시켜야 한다.
