This paper starts with the question, "Why is Korea's national security strategy inconsistent?" Therefore, I decided to use the lessons from the review of national security strategies published by the US administration as the basis of analysis to judge and evaluate them. When comparing the case of Korea with the United States, Korea had two important problems. First, there was ambiguity in the basis, scope and composition of the national security strategy, and second, it was difficult to observe the historical consistency of national security strategy planning. This was a general problem of past governments, not limited to governments at any given time. If so, what alternatives are needed to improve these problems and to systematize Korea's national security strategy? The researcher proposes three alternatives as follows. First, the establishment and prioritization of Korean national interests based on the Korean Constitution must be preceded. Second, we must expand the margins of the national security objectives that have been entrenched in security (defense, diplomacy, and unification). Third, specific integrated national security strategy tasks for achieving national security goals should be derived. Through these improvements, Korea's national security strategy planning will be more systematic.

이 연구는 “한국의 국가안보전략은 왜 일관성이 없는가?”라는 의문에서 출발하였다. 그래서 필자는 이를 판단하고 평가하기 위한 분석의 기준으로 역대 미국 행정부에서 발간된 국가안보전략서를 검토한 결과 얻은 교훈으로 삼기로 하였고, 그 교훈을 ‘명확한 체계성’과 ‘통시적 일관성’으로 도출하였다. 한국의 사례를 미국과 비교했을 때 한국은 다음과 같은 두 가지 중요한 문제점을 갖고 있었다. 첫 번째로 국가안보전략의 근거와 범위 및 구성의 모호성이 존재했으며, 두 번째 는 국가안보전략기획의 통시적 일관성을 잘 관찰할 수가 없었다. 이는 특정시기의 정부에 만 한정되지 않는 역대 정부의 전반적 문제점이었다. 그렇다면 과연 이러한 문제점을 개선하고 한국 국가안보전략기획을 체계화하기 위해서는 어떠한 대안이 요구될까? 본 연구자는 다음과 같이 세 가지 대안을 제언한다. 첫째, 대한민 국 헌법에 근거한 한국식 국가이익 확립과 우선순위 부여가 선행되어야만 한다. 둘째, 안보 (국방·외교·통일) 분야에 경도된 국가안보목표의 외연을 확장해야만 한다. 셋째, 국가안보목 표 달성을 위한 통합된 구체적 국가안보전략 과제를 도출해야만 한다. 이러한 개선방안을 통해 한국 국가안보전략기획은 조금이나마 더 체계적인 모습을 갖출 수 있을 것이다.
