The precedented studies set PSM as only a mediating variable. They presented the confirmatory proof that PSM was a mediating variable. They didn’t eliminate the rational question of whether it meant that PSM was not a moderating variable. The other precedented studies set PSM as only a moderating variable. This present study set and verified empirically PSM as both of the mediating variable and the moderating variable between the ethical consciousness and the organizational commitment in the single research model at the same time. It showed the confirmatory evidences that PSM was not the moderating variable but the mediating variable. This study provided the organizational managers in the primary regional government with the managerial meaning of policy. They had to adopt the substitutional managing strategy diminishing the weight of ethical consciousness and increasing that of PSM instead of the complementary managing strategy stressing the same weight of ethical consciousness and PSM.

매개변수와 조절변수는 하나의 종속변수에 영향을 미치는 두 변수들 간의 연관관계를 다루는 연 구이므로 그 연관관계가 매개적 연관관계일수도 있고 아니면 조절적 연관관계일 수도 있는 가능성이 열려 있다. 그러므로 연관관계를 둘 다 분석해 보지 않고는 두 연관관계 중 어느 하나만의 연관관계 가 성립한다고 미리 단정할 수가 없다. 그럼에도 불구하고 기존의 선행연구들은 공공봉사동기를 매개변수로만 설정하거나 또는 조절변수 로만 설정해서 검증하고 매개변수이라는 확증만을 제시하거나 조절변수이라는 확증만을 제시하였다. 그러므로 공공봉사동기는 조절변수가 아니라는 것인가 또는 공공봉사동기는 매개변수가 아니라는 것 인가의 합리적 의문들을 해소하지 못하였다. 본 연구는 윤리의식과 조직몰입 사이에서 공공봉사동기를 매개변수와 조절변수로 하나의 연구모 형에 동시에 통합적으로 설정하고 경험적으로 검증하여 공공봉사동기는 윤리의식을 대신하는 대체관 계의 매개변수이지만 윤리의식과 상호 보완하는 보완관계의 조절변수는 아니라는 확증을 동시에 제 시하여 합리적 의문을 해소하였다. 본 연구는 조직몰입을 높여서 조직을 효과적으로 관리하고자 하는 기초 지방정부의 조직 관리자 에게 공공봉사동기가 매개변수이지 조절변수는 아니므로 윤리의식과 공공봉사동기를 대등하게 비중 을 두는 보완적 관리전략보다는 윤리의식의 비중을 줄이고 공공봉사동기로 대체하는 대체적 관리전 략을 수립해야 하는 정책적 함의를 제공하고 있다.
