The crisis management field in modern countries is expanding not only in the traditional military field but also in the non-military field. Therefore, the system of responding to national crises is very important. Developed countries have sufficient crisis management mechanisms to deal with these crisis situations, but China's crisis management mechanism is still insufficient. This study shows how to improve China's crisis management system compared to South Korea's relatively advanced crisis management system. In China, SARS is considered to be one of the most representative cases of the infectious disease crisis, and the MERs situation in Korea focuses on the infectious disease crisis response process. We compare and analyze the crisis response systems and systems of the two countries. Infectious diseases, including viral diseases such as SARS and MERs, are not considered to be just infectious diseases due to their rapid transmission rate and fatal characteristics, which is the greatest threat to national public health in the 21st century. The comparative analysis and evaluation project of infectious disease crisis countermeasures is carried out on the basis of theoretical review and previous research. First, professional institutions and legal basis, second, inter-agency cooperation support system, third, command reporting system, and fourth, dispatching system. The respondent was selected. The research results show that China needs to review the general aspects of the crisis response system, including policies and regulations related to the fight against infectious diseases, the division of functions of professional crisis response agencies, and the cooperation between the government and local governments. It is necessary to establish a more effective response to the crisis. Complete crisis response system.

현대 국가의 위기관리영역은 종래의 군사적 분야뿐만 아니라 비군사적 분야에 이르기까지 확대되 고 있다. 따라서 국가 위기에 대한 대응체계는 매우 중요할 수밖에 없다. 선진국들은 이러한 위기상 황에 대응할 적합한 위기관리 메커니즘을 구비하고 있지만 중국은 위기관리 메커니즘이 아직 미흡한 실정이다. 바이러스 질환이 포함된 감염병은 빠른 확산속도와 치명적인 특성 때문에 단순한 전염성 질병으로 볼 수 없으며 이는 21세기 국가 공공보건의 가장 큰 위협, 즉 위기가 되고 있다. 본 연구는 감염병 위기사건 중 가장 대표적인 사례로 일컬어지는 중국의 사스 사태와 한국의 메르스 사태를 사 례로, 감염병위기의 대응과정에 초점을 두고 두 나라의 위기대응 체계 및 제도를 비교 분석을 통하 여 중국의 위기관리 체계에 대한 문제점을 파악하고 그에 대한 개선방안을 제안하는 데 그 목적을 두었다. 감염병 위기대응과정을 비교분석하기 위한 평가항목은 이론적 검토와 선행연구에 기초하여 첫째, 전문기관 및 법적 근거. 둘째, 기관 간 협조 지원체계. 셋째, 지휘보고체계. 넷째, 출동체계. 다 섯째, 언론보고 및 대응을 선정하였다. 연구 결과, 중국의 위기대응 체계의 문제점에 대한 개선방안 을 다음과 같이 제안하였다. 첫째, 위기대응에 상응된 입법 강화. 둘째, 위기대응 전문기관 설립. 셋 째, 위기대응의 파트너 관계의 발전. 넷째, 위기관리 정보전달 메카니즘의 구축 등을 제안하였다.
