This study classifies 857 Chungbuk Province’s technology development R&D projects from the National Science &Technology Information Service and analyses its attributes in order to strengthen regional R&D capabilities. More specifically, the process applies text and network analysis with the aim of understanding the R&D attributes of each research subject category and correlation between the different technical fields. The text analysis results reveal that imbalance exists as research institutions are more focused on tasks in the bio health industry sector in the Chungbuk Province. The network analysis results indicate that universities are actively making efforts to converge technologies based on the connection, interdependence and activation with various technical fields, but also imply that a plan is required to encourage businesses and research centers to be more active in technology convergence activities. Moreover, it shows the need to promote R&D policies which seek industry-university-institute collaboration with each research institution attributes and advantages applied. Through the utilization of unstructured information and application of convergence research activation trends, studies such as this may become a measure that can drive data-based industry innovation policies.

4차 산업혁명 시대 데이터중심의 혁신이 중요해지는 가운데 국가 R&D 데이터를 활용한 다 양한 연구가 진행되고 있다. 본 연구는 지역 단위의 R&D 역량 강화를 위해 국가 R&D 과제 정 보에서 충청북도(이하 충북) 기술개발 R&D 857개를 구분하여 그 특성을 분석하였다. 구체적으 로 먼저 텍스트마이닝을 통해 충북 3대 전략산업(스마트IT부품, 바이오헬스, 수송기계소재부품) 관점에서 연구수행주체별 R&D 특성을 파악하였다. 분석결과 대학과 연구소를 중심으로 바이오 헬스 분야에 다소 편중되는 경향이 있는 것으로 판단되었다. 다음으로 네트워크 분석으로 기술 개발 R&D별로 국가과학기술표준분류 간에 상호관련성을 분석하였다. 분석결과 대학은 다양한 기술 융합 R&D가 활발한 가운데 기업과 연구소는 상대적으로 융합연구 활성화에 미흡함을 확 인할 수 있었다. 본 연구를 통해 지역 R&D 정책은 기술 통계학적 분석 중심에서 비정형화된 정보 활용이나 기술 간의 관계를 규명하는 데이터 기반의 새로운 R&D 혁신 정책 시도를 확대할 필요가 있겠다.
