Our society is facing many social changes through the growth of the online sector. These changes are causing many positive aspects of change, such as diversification of leisure activities and growth into the nation's major industries in the field of online industry. However, it has become a social problem due to the relatively diverse adverse effects. Many efforts are being made to reduce online adverse effects on these youths, one of which is the operation of designation of persons responsible for protection of youths under the Act on Promotion of Information and Communications Network Utilization and Information Protection, etc. However, the persons responsible for protection of youths system had problems in terms of activation and effectiveness, and was particularly narrow on the scope of designated obligations. Based on the content of these bills and the results of the review of prior studies, the following were discussed: First of all, the expansion of the designated obligator is necessary. Secondly, it is necessary to strengthen the qualifications of persons responsible for protection of youths. Finally, the task of carrying out the persons responsible for protection of youths needs to be adjusted. Self-regulatory approaches are thought to be the most appropriate way to establish harmonious policies, taking into account the rapid growth of our online service sector and the consequent protection as a major national business, the need and importance of youth protection and the productivity aspects of the nation's cost reduction. Based on these findings, this study made necessary suggestions for the development of persons responsible for protection of youths system in the future.

우리 사회는 온라인 분야의 성장을 통해서 많은 사회적 변화에 직면하고 있다. 이러한 변 화는 여가활동의 다양화, 온라인 산업 분야의 국가 주요 산업으로의 성장 등 많은 긍정적인 측면의 변화를 야기하고 있다. 그러나 상대적으로 다양한 역기능도 발생하게 되어 사회적 문 제로 자리 잡고 있다. 이러한 청소년들에 대한 온라인의 역기능을 감소시키기 위하여 많은 노 력들이 이루어지고 있는데 그 중 대표적인 것의 하나가 이용촉진 및 정보보호 등에 관한 법률 상의 청소년 보호 책임자의 지정 운영이다. 그러나 청소년 보호 책임자제도는 활성화와 실효 성 측면에서 문제점을 가지고 있으며 특히 지정의무자 범위에 대해서는 협소한 것이 현실이 었다. 이러한 법안의 내용과 선행연구들의 검토 결과를 바탕으로 다음을 논의하였다. 먼저 지 정의무자의 확대가 필요하다. 두 번째로 청소년 보호 책임자의 자격 강화가 필요하다. 마지막 으로 청소년 보호 책임자 수행업무의 조정이 필요하다. 우리의 온라인 서비스 분야의 급속한 성장과 이에 따른 국가 주요사업으로서의 보호, 청소년 보호의 필요성과 중요성 그리고 국가 의 비용 절감이라는 생산성 측면을 모두 고려하여 조화적인 정책을 수립하기 위해서는 자율 규제 방식이 가장 적절하다고 생각된다. 이 연구에서는 이러한 연구결과에 근거하여 향후 청 소년 보호 책임자제도의 발전을 위해 필요한 제언을 하였다.
