Since the 1990s, domestic companies have succeeded in developing and commercializing technologies in electronics, semiconductors, telecommunications, chemicals and ships based on technology tracking models, a model in which late-developed companies chase advanced technologies from advanced countries. And now, as a stage of forming new research results, it is difficult to know whether it is possible to develop in advance, and it is in the stage of post-catch up model with the characteristic that there is no object to imitate. However, domestic corporate research facilities have made great efforts to build security systems and strengthen security activities for various protection efforts, but in January '19, S company's cell phone OLED panel adhesion technology leak incident ',' November 18, smartphone OLED edge panel technology Spilled incidents' and 'September 18 LED manufacturing technology leakage incidents', such as continuous technology leakage incidents are occurring. The cause is fundamentally the temptation of a competitor's irrefutable price, but in view of security, investment in security systems and research facilities has increased, but there is still a lack of standards or support systems for security operations, so there is a balance mismatch in the overall physical security area. And in the security operation area, the work efficiency for security guard is low. As a result of the research, it was found that the level of strategic human management and physical security affects security work efficiency. Based on the results of this study, this study suggested a policy implication that if the physical security level of a corporate research facility is improved and strategic personnel management of security guard is improved, security work efficiency can be improved.

1990년대 이후 국내 기업은 후발국 기업이 선진국 기업의 첨단기술을 추격하는 모델인 기술추격모델 기반으로 전자, 반도체, 통신, 화학, 선박 등에서 기술개발 및 상용화를 성공 하면서 선진국의 첨단기술을 추격하고 넘는 기술이 생겼다. 그리고 이제는 새로운 연구 성과를 형성하는 단계로서 개발 가능 여부를 미리 알기 어렵고, 모방할 대상도 없다는 특 성을 가진 탈 추격 모델 단계에 있다. 그러나 국내 기업 연구시설은 다양한 보호 노력을 위해 보안시스템 구축 및 보안활동 강화에 많은 노력을 하였으나 ‘19년 1월 S사의 휴대폰 OLED 패널 합착기술 유출 사건’, ‘18년 11월 스마트폰 OLED 엣지패널 기술 유출 사건’, ‘18년 9월 자동차 등 LED 제조 기술 유출 사건’ 등 지속적인 기술 유출 사건이 발생되고 있다. 그 원인은 근본적으로 경쟁사의 거절할 수 없는 대가의 유혹이지만 보안관점에선 보안시스템이나 연구시설에 대한 투자는 늘었으나 보안 운영에 대한 기준이나 지원체계는 여전히 미비한 부분이 있어 전체 물리보안 영역의 균형 불일치와 보안운영 영역에서 보안 요원에 대한 업무효율성이 낮다고 볼 수 있다. 연구결과, 전략적 인적관리와 물리보안 수준 이 보안 업무효율성에 영향을 미치는 것으로 밝혀졌다. 이러한 연구결과를 토대로 본 연구 는 기업 연구시설의 물리보안 수준 향상 및 보안요원에 대한 전략적 인적관리가 향상된다 면 보안 업무효율성을 높일 수 있다는 정책적 시사점을 제시하였다.
