This study explores a smaller state’s security strategies towards a bigger state through a case of a bilateral asymmetric alliance in Southeast Asia in the post-Cold War era. Given the United States’ preponderance in capacity and the hierarchical bilateral security architecture it established in the East and Southeast Asian regions during the Cold War period, this study threshes out strategies that the United States’ smaller ally, the Philippines, have employed in response to its supremacy, on the one hand, and its pulling out from the region, on the other hand. As opposed to more direct postures such as balancing or bandwagoning, this study proposes a more indirect strategic approach called balance of asymmetry.

이 연구는 탈냉전 시기 동남아시아 비대칭 양자 동맹의 사례에서 더 큰 국가(동맹)를 향한 작은 국가의 안보 전략을 탐구하는 것을 목표로 하고 있다. 냉전 기간 동안 동아시아와 동남아시아 지역에서 미국이 형성한 위계적 안보 구조를 감안할 때 미국의 작은 동맹국인 필리핀이 미국의 패권 우위에 맞서 적극적인 봉쇄와 관여 정책을 펼칠 수 있었던 원인을 살펴보고 있다. 그 결과 냉전의 붕괴라는 국제정치환경의 변화와 필리핀의 국내정치 상황의 변화가 필리핀으로 하여금 비대칭의 균형이라 는 간접적인 전략의 구사를 통해 자국의 이익을 추구하는 것을 가능하게 했음을 주장한다.
