As the Japanese government restricted on exports of three key semiconductor materials, it removed South Korea from their white list in July 2019. The trade economic sanctions differed from the previous ones because the political and diplomatic frictions have affected the economic sectors. It has been judged that the trade sanctions were implemented mainly after certain political and economic agreements took place in Japan. This study aims to analyze the political relations between Keidanren (Federation of Economic Organizations) and the Japanese government. The research was conducted based on data such as the position of Keidanren, the chairman's remarks, and policy proposals. The results obtained from this study are as follows: First, among the Keidanren's policy proposals, the number of political comments which supported the Japanese government increased. Second, analysis of the political aspects revealed that Keidanren emphasized cooperation between the ruling and opposition parties before the establishment of the Abe administration. However, since the establishment of the Abe administration, Keidanren positively evaluated the ruling party's policies. Third, since 2014, when the chairman of Keidanren was replaced, the chairman of Keidanren remarks supported more positively on the Abe administration. Finally, analysis of the economic aspects revealed that before 2013, Keidanren emphasized the negative prospects of future economic recovery and the need for an agreement between the opposition parties. However, from 2013 onward, Keidanren has evaluated Abenomics positively.

2019년 7월 일본정부는 한국에 대해 3대 반도체 소재의 수출규제와 화이트리스트 배제를 시행하였다. 이번의 무역경제 제재조치는 정치･외교적 마찰이 경제적 분야까 지 영향을 미쳤다는 점에서 과거의 마찰과는 그 양상을 달리한다. 제재조치가 시행 된 배경에는 일본 내의 정계는 물론 재계에서도 의견이 합치된 이후에 무역제재 조 치가 시행되었을 것으로 판단된다. 따라서 본 연구는 일본의 종합경제단체인 일본경 제단체연합회(日本経済団体連合会, 경단련)와 일본정부와의 정치적 연관성에 관하여 분석하는 것을 목표로 한다. 이를 위하여 일본 경단련의 입장 및 회장 발언 그리고 정책제언의 데이터를 토대로 연구를 시행했다. 연구 결과는 다음과 같이 도출되었다. 첫 번째, 경단련의 정책제언 중 일본 정부 를 지지하는 정치적 발언이 증가한 것으로 나타났다. 두 번째, 정치적 측면에서 분 석한 결과, 경단련은 아베정권 수립 이전에는 여야협력을 강조하였지만 아베정권 수 립 이후 여당인 자민당 정책에 대한 긍정적인 평가가 증가한 것으로 나타났다. 세 번째, 경단련 회장의 교체가 있었던 2014년 이후부터 경단련은 아베정권에 대해 지 지하는 발언이 증가한 것으로 나타났다. 마지막으로, 경제적 측면에서 분석한 결과, 2013년 이전에는 향후 경기회복에 관하여 부정적인 전망과 함께 이를 타개하기 위 해서는 여야 간 합치가 필요함을 강조한 반면, 2013년부터는 아베노믹스에 대한 긍 정적인 평가가 주를 이루고 있다.
