Despite the positive evaluation that the Intelligence police contributed to providing stable living areas for citizens and preventing the risks faced by society, since the opening of the National Police Agency in 1991, about 3,300 intelligence officers have been Public well-being and order management are maintained by collecting security Intelligence in the field and conducting preventive Intelligence activities such as meeting and demonstration management. However, it has become difficult to manage Intelligence and activities in each sector, such as unseparation of personnel from Intelligence police, lack of professional education and training, widespread cyber crime, and emergence of new crimes. I can't even discuss it. Therefore, it is necessary to examine the historical change of Intelligence police, review the operation status, find direction of development plan, and develop a plan to develop as an Intelligence agency of the people. For this purpose, this study analyzes the Intelligence police operation system through police white paper, police statistics data and related literature research, and develops the following for enhancing the stability and professionalism of independent personnel, education and organization of Intelligence police. I would like to suggest a solution. First, the personnel management system should be established. Second, specialized education should be strengthened. Third, recruiting professional workers. Fourth, legislation for organizational stability should be enacted. In addition, this study has been regretted that the role of Intelligence police has not been studied extensively and in depth considering the contribution of national security and national safety. Therefore, further studies should be conducted to suggest alternatives and plans for improving the operation system of the Intelligence police organization and securing the justification of Intelligence collection.

정보경찰은 시민의 안정적인 생활영역 제공과 사회가 직면한 위험예방에 기여하고 있다는 긍정적 평가에도 불구하고, 1991년 경찰청 개청 이후 경찰청, 각 지방경찰청 및 경찰서 정보기능에서 3천3백여 명의 정보관이 사회 모든 분야의 치안정보 수집과 집회․시위 관리 등 예방정보활동 수행으로 공공의 안녕과 질서유지를 하고 있다. 하지 만 정보경찰의 인사 미분리, 전문교육훈련 부재, 사이버범죄 광범위화, 신종범죄 출현 등 각 분야별 정보 관리와 활동이 어려운 환경이 되었으며, 정보경찰의 개혁과 폐지 론까지 제기되고 있음에도 정보경찰의 발전방안 등에 대한 논의조차 못하는 실정이 다. 따라서 정보경찰의 역사적 변천과정, 운영현황의 검토와 발전방안의 방향성 모색 및 국민의 정보기관으로 발전할 수 있는 방안마련이 필요하다. 이에 본 연구는 이러한 목적수행을 위하여 경찰백서, 경찰 통계자료와 관련 문헌조 사를 통하여 그간 정보경찰운영시스템 등을 분석하여 정보경찰의 독립적 인사, 교육 및 조직의 안정성과 전문성 강화를 위한 다음과 같은 발전방안을 제시하고자 한다. 첫째, 인사운영 체계를 확립해야 한다. 둘째, 전문화 교육을 강화해야 한다. 셋째, 전 문인력 충원이다. 넷째, 조직 안정성을 위한 법률이 제정 되어야 한다. 아울러 본 연구는 정보경찰의 역할이 국가안보와 국민안전에 기여하는 바가 적지 않은 점을 고려한다면 폭넓고 깊이 있게 연구되지 못한 아쉬움이 있다. 따라서 향후 정보경찰 조직에 대한 운영체계 개선, 정보수집의 정당성을 확보하기 위한 대안과 방 안제시에 대한 연구가 지속적으로 진행되어야 할 것이다.
