There are different security management approaches- personal, structural, and electronic physical security- taken in order to protect assets. Humans carried out security tasks before the advent of physical security equipment. The development of the physical security measures includes structural and electronic aspects such as utilization of entrance and exit doors, fences, bollards, etc. as well as closed-circuit television (CCTV), speed gates, intruder alarms, etc. respectively. Additionally, Artificial Intelligence (AI) has been applied to the existing physical security measures in today’s world. In other words, physical security began by focusing on security personnel, added an electronic aspect, and it is currently going through a period in which AI is integrated into the existing structural and electronic access control measures, diversifying the modes of physical security management. The purpose of current research was to suggest future directions for the physical security of public agencies in the era of “AI physical security.” The literature on physical security and its development was reviewed, and a case study was conducted to examine the past and presence of the physical security in the public sector. The findings showed that an active public-private partnership was needed to achieve an effective physical security system and prevent security-related incidents as well as to lay thefoundation for further advancement of security-related technologies.

자산을 보호하기 위한 물리보안의 통제수단에는 인적 통제수단과 구조적·전자적 통제수단이 있다. 물적 보안장비가 등장하기 이전에는 사람이 직접 생명과 재산을 보호하기 위해 경비를 섰으나 이후 출입문, 담장, 철조망, 볼라드 등 구조적인 보안수단을 만들어 냈으며, 점차 과학기술의 발달에 따라 CCTV, 스피드게이트, 침입경보기 등 전자적인 통제수단으로 진화되어 왔고, 지금은 여기에 AI를 접 목시키게 되었다. 다시 말하면, 물리보안은 그동안 인적 보안수단에서 시작해 구조적 통제수단, 전자적 통제수단의 순으로 발달해 왔으며, 지금은 구조적 통제수단과 전자적 통제수단의 결합, 또는 전자적 통제수단과 전자적 통제수단의 통합에 인공지능까지 더해져 더욱 다양한 물리보안시스템이 개발되는 시대가 되 었다. 이 연구는 이러한 AI 물리보안의 시대를 맞아 공공기관의 물리보안이 나아가야 할 방향을 제시하 고자 하였다. 이를 위해 물리보안의 통제수단별 발전과정에 대해서는 논문과 학술지, 단행본 등을 검토하였고, 물리보안의 현재와 미래, 공공기관의 물리보안 현황에 대해서는 최근의 언론 보도와 인 터넷 검색 등의 사례조사를 병행하여 분석하였다. 공공기관의 유효성 있는 물리보안시스템의 구축을 통한 보안사고 예방을 위해 민간 부문과의 적 극적인 협력은 필수적이며, 우리의 안전과 보안의 기본이 되는 물리보안이 과학기술의 발달까지 이 끌어 갈 수 있기를 기대한다.
