When the ‘silos phenomenon’ (unclear role sharing, lack of policy linkage, and overlapping investments) in which similar tasks such as overlapping are carried out by police officers in the course of progress intensifies, there is a difficulty in comprehensive security demand. Therefore, efforts are needed to reduce departmental silos in the police organization. The purpose of this study is to empirically analyze the level of perception of police officers in the divisional silos in the Korean police organization and make policy recommendations. For the survey analysis, from September 3, 2015 to October 31, 2015, a survey was conducted using the method of convenience sampling for 800 police officers belonging to the Seoul Metropolitan Police Agency, GyeongGi-Do Police Agency, and the local police station. A total of 800 copies of the questionnaire were distributed, and 694 copies were used for the final analysis, excluding 106 copies of the questionnaire that responded unfaithfully. As a result of the study, first, it was found that complexity has the most influence on the recognition of departmental silos in the police organization. Second, the influence was confirmed in the order of task assignment priority, space allocation, and incentive. Finally, policy implications according to the results of this study and the limitations of this study were discussed.

경찰조직 내 경과별로 유사・중복 등 비슷한 업무가 중첩해서 수행되는 '칸막이 현상' (역할분담 불투명, 정책연계 미흡, 중첩투자)이 심화되면 종합적인 치안업무수요에 대한 어려움이 발생한다. 따 라서 경찰조직 내 부서칸막이 현상을 감소시키기 위한 노력이 필요하다. 이 연구의 목적은 우리나라 경찰조직 내 부서칸막이에 대한 경찰공무원의 인식 정도를 실증적으로 분석하여 정책적 제언을 하 는 것이다. 조사분석을 위해서 2015년 9월 3일부터 2015년 10월 31일까지 서울 및 경기지방경찰청 및 관할 경찰서 소속 경찰공무원 800명을 대상으로 편의표집(convenience sampling)의 방법을 이용 해서 설문조사를 실시하였다. 설문지는 총 800부를 배포하였으며, 이중 불성실하게 응답한 설문 106 부를 제외한 694부를 최종 분석에 사용하였다. 연구결과, 첫째, 복잡성이 경찰 조직 내 부서칸막이 인식에 가장 많은 영향력을 미치는 것으로 나타났다. 둘째, 과제할당 우선순위, 공간배치, 인센티브 순으로 그 영향력이 확인되었다. 끝으로 이 연구의 결과에 따른 정책적 시사점과 이 연구의 한계에 대해서 논의하였다.
