Recently, interest in using police dogs in providing police services has been growing very much. However, there is a lack of discussion about the police dog handler who effectively manages and operates it. This can be a weak factor in securing identity and enhancing expertise in new fields within the realm of scientific investigation. Therefore, it is meaningful to consider the experience of a police dog handler among police officers. To meet the direction of such research, it is important for the police dog handlers who are actually aware of their status rather than selecting those who are less aware of police dog handlers. Therefore, the research was conducted through an in-depth interview with police dog handlers and the results showed that the police dog handler generally does not have a clear identity in the police organization and lacks professionalism. First, the main significance of this study, through experience in field work of police dog handler, should be established identity through consideration about the concept and role of police dog handler. Second, it is required to review advanced foreign education programs including professional training facilities and education instructors for education of the police dog handler. Third, certification system about the police dog handler's work environment and work should be introduced. These changes are developing professionalism of police dogs handlers and improving standards for evaluating police dogs and handlers at an international level.

최근, 치안서비스를 제공함에 있어 경찰견을 활용한 활동에 대한 관심은 매우 증가하고 있다. 하 지만, 이를 효과적으로 관리, 운영하는 주체인 경찰견 핸들러에 대한 논의가 부족하다. 이는 경찰업 무 영역 내, 새로운 분야의 정체성을 확보하고 전문성을 높이는데 저해요인으로 작용될 수 있다. 따 라서 경찰공무원 중 경찰견 핸들러의 업무수행 경험을 고찰하는 것은 의미가 있다. 이와 같은 연구의 방향을 충족시키기 위해서는 경찰견 핸들러에 대한 인식이 낮은 대상자들을 선 정하기보다는 실질적으로 그들의 실태와 현황을 파악하고 있는 당사자들의 인식이 중요하다. 따라서 이들을 대상으로 한 심층면접 방법을 통하여 연구를 진행하였고, 그 결과는 대체로 경찰견 핸들러가 경찰 조직 내에서도 명확한 정체성을 가지지 못하고 있고, 해외 경찰견 교육 및 전문성을 고려한 대 내외적인 전문화된 체계가 다소 부족한 것으로 나타났다. 경찰견 핸들러의 현장 업무수행 경험을 통한 이 연구의 주요 함의점은 첫째, 경찰견 핸들러의 개 념 및 역할에 관한 고민을 통해 정체성 확립이 이루어져야 한다. 둘째, 경찰견 핸들러 교육을 위한 전문적 훈련시설, 교육강사 등 선진 외국 교육 프로그램의 검토가 요구된다. 셋째, 경찰견 핸들러의 근무환경 및 업무에 대한 인증제도를 도입해야 한다. 이는 경찰견 핸들러에 대한 경과제도를 통해 전문성을, 그리고 경찰견과 핸들러의 평가기준을 마련하여 국제적 수준의 인증제도 도입으로 우수한 핸들러 양성방안이 필요하다.
