The study is aim to examine factors affecting North Korean refugees’ confidence in the police and to seek ways to enhance confidence in the police. As there have been no studies on North Korean refugees’ confidence in the Korean police, this study also verifies the instrumental and expressive factors commonly used in confidence in the police studies. A total of 266 North Korean refugees were surveyed through the non-probability sampling method. As a result of the study, it found that the expressive factors had a greater explanatory power in confidence in police of North Korean refugees than the instrumental factors. That is, social ties and informal social control, which are expressive factors, had a positive effect on confidence in police, whereas among the instrumental factors, only fear of crime had statistically significant. Also, confidence in the law, which is a special factor for North Korean refugees, represented the highest standardized coefficient among the variables put in, and had the highest explanatory power in confidence in the police. Based on the results of the study, it is suggested to enhance the credibility of North Korean refugees to the police through the need for systematic legal education, participation and assistance of local governments.

이 연구는 북한이탈주민의 한국 경찰신뢰에 영향을 미치는 요인에 대해 살펴보고, 경찰 신뢰를 증진할 수 있는 방안을 모색하고자 하였다. 북한이탈주민이 가진 특수한 지위를 ‘이주민적’ 관점에서 바라보고, 관점보편적 접근을 시도하며 경찰신뢰에 관한 영향요인을 검증한다. 관련 연구가 전무한 만큼, 경찰신뢰 연구에서 통상적으로 사용되는 도구적 시각과 표현적 시각 요인도 함께 검증하였다. 할당표집방법을 통해 총 266명의 북한이탈주민을 조사대상자로 활용하였다. 연구 결과, 도구적 시각 요인에 비해 표현적 시각 요인이 북한이탈주민의 경찰신뢰에 더 큰 설명 력을 가지는 것으로 나타났다. 즉, 표현적 시각 요인인 사회 유대와 비공식적 사회통제는 경찰신뢰 에 정적인 영향을 준 반면, 도구적 시각 요인 중에서는 범죄두려움만이 경찰신뢰에 통계적으로 유의 미한 값을 가졌다. 또한, 북한이탈주민의 특수한 요인이라 할 수 있는 법에 대한 신뢰는 투입된 변 수 중 가장 높은 표준화 계수를 나타내며 경찰신뢰에 있어 가장 높은 설명력을 가졌다. 연구 결과를 바탕으로, 체계적인 법 교육의 필요 및 지자체·지역사회 활동 확대 등을 북한이탈주민의 경찰 신뢰 도를 제고할 수 있는 방안으로 제시하였다.
