This study, utilizing the concepts of liberalism, republicanism, and social citizenship, analyzes the American national standard, three representative state standards, and major textbooks dealing with citizenship education. It thereby explores how an individual’s liberal civil rights and his or her republican civil duties are intertwined around the idea of welfare in the context of the market, society, and the state. The standards, as well as the textbooks, describe that although the US government does not recognize the notion of social citizenship-that is, it does not accept social citizenship as one of the natural rights connected to the concept of ‘the pursuit of happiness’ manifested in the US Declaration of Independence, it actually establishes a welfare system corresponding to the notion of selective social citizenship. Thus, what we have here is a discrepancy between concept and reality. In other words, American citizens, denied the right to economic safety in the marketplace and society, and thus to their (universal) social citizenship, are to receive the minimum welfare benefits from the state as a ‘gift’ rather than as a liberal civil right. Even though American citizens are not required to carry out any specific obligations or duties in return for receiving the aforementioned ‘gift’, they are expected to become very self-reliant and active citizens who are to exercise various liberal civil rights, and to fulfill diverse republican responsibilities and duties in order to defend the American constitutional democracy. This phenomenon derives from the social characteristics of ‘voluntarism’ and ‘individualism’, both of which are very deeply rooted in American history, as well as from the relatively high level of living standards, social equality, and socio-economic and geographic mobility enjoyed by Americans. Meanwhile, both the standards and the textbooks suggest that the American universal public education system, rather than a social welfare system, play the de facto role of ‘social safety net’. Ironically enough, however, ‘the right to education’ is not specified as a right in the US Constitution.

본고는 자유주의적 시민권 대 공화주의적 책무와 선별적 사회적 시민권 대 보편적 사회적 시민권이라 는 두 쌍의 개념을 활용하여, 미국 중등교육의 시민성 교육과정과 교재들이 시장, 사회, 국가라는 맥락 속에서 복지와 관련된 사회적 시민권과 공민의 책무 간의 관계를 어떻게 설정하고 있는지를 분석했다. 미국의 시민성 교육 관련 국가⋅주 표준이나 대표적인 교재들은 미국 정부가 사회적 시민권 개념을 인정하지 않으면서도-즉 사회적 시민권을 미국 독립선언서의 ‘행복추구권’의 하나로 인정하지 않으면서 도-실상은 선별적 사회적 시민권 개념에 상응하는 선별적 사회복지제도를 실시하고 있다고 서술하고 있다. 개념과 실제의 불일치가 일어나고 있는 것이다. 결국 미국 시민은 시장과 사회에서 경제적 안전에 대한 권리, 즉 사회적 시민권을 인정받지 못하는 상황에서 국가로부터 최소한의 복지 혜택을 권리가 아닌 ‘선물’로 받고 있으며, 이 선물 수령에 대한 직접적인 의무는 요구받고 있지 않지만, 미국의 입헌민주주의체제 수호를 위해 매우 자립적이고 적극적 인 시민이 되어 다양한 자유주의적 권리를 행사하고 또 다양한 공화주의적 책무를 감당하도록 기대되고 있다. 이런 현상은 미국사에 매우 뿌리 깊은 자발적행동주의(voluntarism)와 개인주의 및 상대적으로 높은 생활수준, 사회적 평등, 사회⋅경제⋅지리적 유동성이라는 사회적 특성에 기인한 것이다. 오히려 미국 중등교육의 시민성 국가표준과 주 교육표준들 및 시민성 교재들은 보편적 공교육 제도를 사실상의 사회안전망으로서 암시하고 있다. 하지만, 아이러니컬하게도 ‘교육권’은 미국 헌법에 권리(혹 은 시민권이나 인권)의 하나로 명시되어 있지 않다.
