This study examined the discussion process of Chinese lifelong education and analyzed its origins and development. Further, this study researched the present situation and limitations of the three subjects of Chinese lifelong education-government, universities, and private organizations-in order to clarify their roles and relationships with each other. In this process of
research, this study identified the characteristics and limitations of the three subjects while focusing on the key term “systemicity”. The Chinese Education Ministry recognizes the necessity of an alternative plan to strengthen the systemicity of Chinese lifelong education.
Moreover, according to the ministry, it is necessary to strengthen the National People's Congress, the Education Ministry, and the special research services. Therefore, this study analyzed the main contents and characteristics of the three plans-Wufusheng, Dongmingchuan, and Shanghai Yanjiu Xiaozu-that have been conclusively investigated since 2005. Based on this investigation, the present study identified the merits and demerits of the three plans and forecasted the elements that would be selected from them. Moreover, this study also highlighted the problems that are yet to be resolved in order to strengthen the systemicity of Chinese
lifelong education.

본 연구는 먼저 중국 평생교육의 논의과정을 조사하여 과거 중국의 평생교육이 , 어떻게 시작되었고, 어떤 과정을 통해 발전해 왔는지를 살펴보았다. 또한 중국 평생교육의 3대 주체인 정부, 대학, 민간단체의 현황 및 한계점을 조사하여, 이 3대 주체의 역할 및 맹점을 조명하고자 했다. 이 과정에서 본 연구는 “체계성”이라는 키워드를 중심으로 맞물리는 3대주체의 특성과 한계점에 주목하였다. 중국교육부는 현재 평생교육의 체계성 강화를 위해 대안이 필요하다고 보고, 전인대와 교육부, 그리고 전문연구기관의 강화방안이 필요하다고 판단하고 있다. 이에 본 연구는 2005년에 최종적으로 검토되고 있는 세 가지 안의 주요 내용과 특성을 분석하였다. 이를 기초로 세 가지 안에는 어떤 장단점이 있으며, 향후 어떠한 안이 채택 및 절충될 것인지 전망하였다. 아울러 평생교육의 체계성을 강화하기 위해 중국이 대비해야할 향후 전망 및 과제를 제시하면서, 그 시사점을 간접적이나마 고찰하였다.
