The purpose of this study is to improve the awareness of human rights of youth facility workers and youths by sharing cases of human rights violations in youth facilities and providing relevant information to cope with human rights violations. For this purpose, the focus group interview (FGI) was conducted for youth facility workers to derive human rights-related issues that may arise in youth facilities, and the importance of the resulting issues was investigated. The results of the study are as follows. First, the rights of violence-related issues such as bullying, verbal violence and gender conflict, labor-related issues, self-determination-related issues, freedom of privacy on dressing in youth facilities, and the provision of opportunities and spaces for youth autonomous cultural or play activities were cited as the important human rights of youth. Second, youth facility workers chose the right to be safe from violence and danger as the most important human rights area, while recognizing the importance of rights to labor as the lowest. These results indicate that youth facility workers are applying a balanced range of protective and developmental perspectives to the protection of youth human rights. In addition, we were able to identify youth human rights issues that the youth practice field should consider more important. Based on this, this study proposed policies to protect youth human rights in youth facilities.

본 연구는 청소년시설에서 발생하는 청소년 인권침해 사례를 공유하고, 인권침해 상황에 대처할 수 있도록 관련 정보를 제공함으로써 청소년시설종사자와 청소년의 인권의식을 향상시키는 것을 목적으 로 한다. 이를 위해 청소년시설 종사자들에게 FGI(초점집단인터뷰)를 진행하여 청소년시설에서 발생 할 수 있는 인권관련 사안을 도출하고 이를 바탕으로 사안별 중요도를 실시하였다. 조사결과는 다음과 같다. 첫째, 청소년시설 종사자들은 따돌림, 언어폭력, 남녀갈등문제와 같은 폭력 관련 문제, 근로 관련 문제, 지역 축제나 행사에 청소년들이 동원되는 문제들과 함께 자기결정 관련 문제, 청소년시설에서의 복장착용에 대한 사생활의 자유, 청소년의 자율적인 문화활동이나 놀이활동의 기회와 공간의 제공 등 의 권리를 언급하였다. 둘째, 청소년시설 종사자들은 폭력 및 위험으로부터 안전할 권리를 가장 중요 한 인권영역으로 선택하였고, 노동에 관한 권리에 대한 중요도를 가장 낮게 인식하고 있었다. 이를 통 해 현재 청소년시설 종사자들이 청소년 인권 보호에 대해 보호적 관점과 발달적 관점을 균형있게 적용 하고 있음을 알 수 있는 한편, 현재 청소년현장이 관심을 더욱 가져야 할 영역 또한 파악할 수 있었다. 이를 바탕으로 청소년시설에서 청소년인권이 보호될 수 있는 정책을 제언하였다.
