Drone technologies have advanced dramatically and users range from nations, companies, academics, and individuals. However, drones are used not only for good purposes, but also with bad intentions. General crimes committed by drones include smuggling drugs to inmates in a prison, invasion of privacy, and seeking criminal opportunities. Also, drones are another source of attacks for agents who provide physical protection of designated protectees. Lastly, an international terrorist organization, or ISIS, unveiled its latest remote-controlled bombing drone. This research has classified anti-drone technologies into three categories, which are regulation and standardization of technical functions, passive measures, and proactive measures. The first category refers to adopting a management system of drones and their users, and the second one involves protecting targets (i.e. victims) rather than attacking drones. The third one is to directly attack or paralyze drones by relying upon firearms, laser, jammer, etc. From the users’ point of view, it is important to analyse threats and risks involved, first. It will be the right decision-making process if a choice comes after pondering over these risk-related questions. Anti-drone technologies have evolved rapidly within a couple of years. This is why there is not much literature on this subject yet. Instead, this research has taken international and domestic news into consideration in order to figure out the recent trend of anti-drone technologies and their applications. In particular, this paper has suggested international incidents and anti-drone technologies so that they can be considered when Korean manufacturers develop comparable technologies and users apply them.

최근 드론 기술이 급성장하고 드론의 사용자 또한 국가, 기업, 학계, 개인까지 확장됨에 따라 활용의 폭이 기하급수적으로 늘어났다. 하지만, 드론이 좋은 용도로만 활용되는 것이 아니라 범죄 혹은 테러의 수단 등으로 악용되는 사례가 늘어나고 있다. 일반 범죄분야에서 는 교도소에 마약 등 물품반입, 사생활 침해, 범죄의 기회를 노리기 위한 탐색 등이 문제되 고 있고, 경호분야에서는 중요 인사에 대한 위협요소가 추가로 발생하였으며, 끝으로 테러 분야에서는 ISIS 등 국제 테러단체가 드론을 통한 폭탄 공격을 감행하고 있다. 이렇듯 드론 을 악용하는 범위도 넓어짐에 따라 드론을 무력화시키는 안티드론 (anti-drone) 기술이 더 욱 중요해지고 있다. 본 연구에서 안티드론 기술을 크게 규제 및 제조기능 표준화, 수동적 수단, 적극적 수단 으로 분류하였다. 첫 번째는 사전관리체계 혹은 지오펜싱 기술을 표준적으로 도입하는 것 이고, 두 번째는 드론을 공격하는 것이 아닌 목표물을 보호하려는 조작적 혹은 소극적 수 단이고, 세 번째는 화기, 레이저, 전파방해기술 등을 통해 드론을 직접적으로 무력화시키는 것이다. 이러한 다양한 기술들이 사용자의 입장에서 선택적 딜레마를 가져다 줄 수도 있다. 따라서 사용자의 측면에서 개별적 위협요소 분석을 바탕으로 상황에 맞는 안티드론 기술 을 선택하는 것이 중요하다. 안티드론 기술은 최근 몇 년 사이에 급성장한 분야로 아직 체계적으로 정립이 되어 있지 않아서 학술자료를 찾아보기는 쉽지 않았다. 대신에 최신의 국제 및 국내 뉴스를 참고하여 안티드론 기술의 현황 및 추세를 정리하고 어떤 상황에서 적용가능한지 가능한 체계적으 로 정리하였다. 특히, 이 연구에서는 미국, 영국 등 세계적인 사례 및 기술을 제시함으로써 국내 안티드론 기술 개발과 적용에 있어서 시사점을 제시하고자 하였다.
