As part of practical measures to reduce suicide in South Chungcheong Province, this study proposed a model of excellent collaboration as well as reducing suicide in South Chungcheong Province, which has the highest suicide rate, with the aim of establishing a system to prevent suicide through collaboration by agencies. As a method of research to carry out the purpose of such research, 1) The situation was analyzed and problems were discovered by compiling data on suicide reported to 112 and 2) in-depth interviews were conducted and analyzed on matters related to collaboration and improvements to the staff of suicide-related agencies in South Chungcheong Province. According to a comprehensive analysis of the situation and problems, the information is not shared by the agencies when rescuing suicide takers, and police officers face dangerous situations, especially because they cannot know how to attempt suicide or how to attempt suicide, and there are problems with 112 reporting steps, cooperation with 119 persons, and lack of information on suicide takers who are at risk of suicide. If there is no cell phone or information that can track the suicide attempt, it is highly likely to attempt suicide beyond just thinking about suicide, so there is a limit to finding one quickly. Also, there were only seven hospitals out of 15 cities and counties in South Chungcheong Province (except the National Legal Hospital) that could be admitted 24 hours a day even after rescuing a suicide attempt, and police were effectively taking protective measures at night, while the number of people who were forced to take protective measures until their families came to the area was discovered. As an improvement measure, the research proposed the introduction of an integrated management system, detailed collaboration among related agencies, and the application of the GeoPros strategy to suicide-risk areas as other measures.

본 연구는 충남도의 실질적인 자살 감소방안의 일환으로서, 기관별 협업을 통하여 자살 예방을 위한 체제 확립을 목적으로 자살률 1위의 충남도의 자살 감소는 물론 우수 한 협업 모델을 제안하였다. 이러한 연구의 목적을 수행하기 위한 연구의 방법으로 1) 112에 신고 접수된 자살 관련 자료들을 취합하여 실태를 분석 및 문제점을 발굴하였으 며, 2) 충남도 내 자살 관련 업무 기관 담당자들을 대상으로 협업 관련 문제점 및 개선 사항에 대하여 심층 면접 시행 및 분석하였다. 협업실태 및 문제점에 대한 종합 분석 결과, 현재 자살시도자 구조 시 기관별 정보 공유가 되지 않고 있는데, 특히 자살 시도 전력 또는 자살 시도방법 등을 알 수 없어 경 찰관들도 위험한 상황에 직면하게 되는 등 112신고 및 지령단계, 119와의 협조, 자살위 험이 있는 자살시도자 정보 부재의 문제가 있다. 자살시도자를 추적할 수 있는 핸드폰 이나 정보 등이 없는 경우 단순히 자살 생각의 단계를 넘어 자살시도를 감행할 가능성 이 커서 신속하게 찾는 데 한계가 있다. 또한, 시간적·공간적인 한계에 직면하여 수색에 난항을 겪고 있으며, 충남의 경우 자살시도자를 구조하였어도 천안까지 원거리를 이동 하는 것이 사실상 어렵고, 충청남도 15개 시․군 중 24시간 응급입원이 가능한 병원은 7곳(국립법무병원 제외)에 불과하여, 응급입원도 야간에 어려워 사실상 경찰에서 보호 조치를 하고 있고, 가족들이 올 때까지 보호조치를 할 수밖에 없는 등 물리․환경․시 간적 수색의 한계, 자살시도자 보호시설 부재, 자살시도자 자료공유의 문제점이 나타났 다. 이에 대한 개선방안으로서 이 연구에서는 통합관리 시스템 도입, 관련 기관 간 세부 협업 방안, 기타 방안으로 자살 위험지역에 대한 GeoPros 전략 적용방안 등을 제시하였다.
