This study is a pilot study of the manpower and cost required for the implementation of the autonomous police. The manpower required for this was estimated mainly in Gyeonggi-do, and the cost was standardized per self-governing police officer. The result of the analysis showed that the cost per person of the autonomous police was estimated to be 85,365,211 won (personnel expenses 66,041,474 won + basic expenses 3,440,829 won + major project expenses 15,882,908 won) and that about 701.1 billion was finally derived when the number of personnel transferred to Gyeonggi-do was 8,213. On the other hand, the accruable financial resources are estimated to total KRW 149 billion (approximately KRW 118.1 billion and penalties of KRW 30.9 billion), which is expected to cost at least KRW 552.1 billion (701.1 billion – KRW 149 billion) each year, which is a very minimal estimate and the accruable financial resources are also fluid every year. Based on the total 43,000 people transferred to the autonomous police, it is estimated that it will cost about 3.67 trillion won every year. Therefore, in order to preserve this in the future, it is necessary to consider the financing plan, and the specific operation method and system such as the introduction of the autonomous police grant tax should be designed. For this purpose, there is a plan to secure about 3 trillion won of the local tax from the national tax to the autonomous police grant tax at a ratio of the total tax, or some of the tax sources may be converted into the autonomous police grant tax.

본 연구는 자치경찰이 시행될 경우 소요되는 인력과 비용을 시범적으로 추정한 연 구이다. 이를 위해 분석대상은 경기도를 중심으로 소요 인력을 추정하였으며 비용은 자 치경찰 1인당 비용을 표준화하였다. 분석결과 자치경찰 1인당 소요비용은 약 85,365,211 원(인건비 66,041,474원+기본경비 3,440,829원 + 주요 사업비 15,882,908원)이 추정되었 고 경기도로 이관되는 인력을 8,213명으로 가정할 경우 최종적으로 약 7,011억이 도출되 었다. 반면 경찰 활동으로 인해 발생 가능한 재원은 총 1,490억 원(과태료 약 1,181억과 범칙금 309억)으로 분석되어 매년 최소 약 5,521억(7,011억 – 1,490억)의 재원이 소요 될 것으로 예상되는 데 이는 매우 최소한의 비용을 추정한 것이며 발생 가능한 재원 역 시 매년 유동적이다. 이를 전체 자치경찰 이관인력 43,000명을 기준으로 한다면 매년 약 3조 6,707억원이 소요될 것으로 예측하였다. 따라서 향후 이를 보존하기 위해 반드시 재 원조달 방안이 고려되어야 하며 자치경찰 교부세 도입 등의 구체적인 운영방법과 제도 가 설계되어야 하는 바 이를 위해서는 향후 국세에서 지방세로 약 3조원 7천억 가량의 세원을 전체 세금에서 비율로 자치경찰 교부세로 확보하는 방안이 있고, 아니면 세원 중 일부를 자치경찰 교부세로 전환하는 방안 등을 설계해야 한다.
