- Since the 1990s, many studies in South Korea have examined police decentralization. However, only a few studies have focused on the relationship between police decentralization and police corruption. Some studies expect that the decentralization of police to decrease corruption because of reduced political neutrality from the central government. Other experts argue that corruption will increase with the decentralization of police due to the influence of the local elites. However, there is a lack of empirical evidence on the relationship between police decentralization and police corruption. Does police decentralization decrease police corruption? To answer this question with empirical evidence, this study investigates 58 countries with data-sets from World Bank, World Justice Project, Index Mundi, and other sources. The Police Decentralization Index has been adopted as the independent variable, and the Police Corruption Perceptions Index and the Absence of Corruption are used as the dependent variables. The result shows that police decentralization has no significant effect on police corruption. This study concludes that the level of police corruption does not depend on not the adoption of police decentralization, but rather the capacity of managing police systems.

- 1990년대부터 지금까지 자치경찰제에 대한 많은 연구가 이루어졌음에도 불구하고 자치경찰제와 경찰부패 수준 간의 상관관계를 연구한 논문은 많지 않다. 일부 연구는 자치경찰제를 도입하면 정치적 중립성과 민주성이 확보되어 부패가 감소할 것으로 예 상하는 반면, 다른 연구는 지방자치단체장 및 지방 토호세력의 영향력으로 인해 자치경 찰제 도입 이후 부패가 증가할 것이라고 예상한다. 이 연구들도 경험적 증거를 제시하 지 못하고 이론을 전개하는 수준에서 머물러 있다. 자치경찰제는 경찰부패를 감소시키 는가? 이 연구 질문에 대한 경험적 증거를 기반으로 하는 답을 찾기 위해 본 연구는 58 개국에 대해 종속변수로는 경찰 및 군 청렴도와 경찰부패 인식도, 독립변수로는 자치 경찰 지수를 사용하여 국가 수준의 다중회귀분석을 시행하였다. 그 결과 자치경찰제 도 입은 경찰부패와 상관관계가 없는 것으로 나타났다. 즉, 자치경찰제의 도입 자체가 경 찰부패를 증가시키거나 감소시키지는 않는다. 자치경찰제를 어떻게 운용하는가에 따라 경찰부패 수준도 변화할 것으로 판단한다.
