In general, safety culture has been studied and practiced at the organizational level. However, it is necessary to discuss the safety culture at the community level where nuclear power plants are located, since dangerous facilities such as nuclear power plants are closely related to community in terms of safety management and in the event of a nuclear accident. In this context, we investigated safety culture awareness in Gyeongju city where Wolseong nuclear power plant is located and analyzed the priority and direction of improvement of safety culture using IPA method. The results of IPA analysis of a total of 16 items in the community safety culture consisting of four factors of values, norms, leadership, and learning, trust in the government's nuclear power safety management system, safety management for disaster preparedness, and nuclear disaster education and training shows that priorities need to be improved. Accordingly, it can be said that there is a special need for attention and the support of programs related to learning as factors that form a safety culture.

일반적으로 안전문화는 조직 수준에서 연구되고, 실천되어 왔다. 그러나 원자력발전소 와 같은 위험시설은 안전관리적 측면에서나, 원전사고가 발생하였을 때의 대응측면에서 원전지역과 밀접한 관계가 있기 때문에 원전이 위치한 지역수준에서 안전문화를 논의할 필요가 있다. 이러한 맥락에서 본 연구는 월성 원자력발전소가 위치한 경주시 지역을 중심으로 안전 문화 인식을 조사하고, IPA기법을 활용하여 안전문화 개선의 우선순위와 개선방향에 관 하여 분석하였다. 가치, 규범, 리더십, 학습의 네 가지 요인으로 구성된 원전지역 안전문 화에서 총16개의 항목에 대한 IPA분석결과, 정부의 원전안전관리체계에 대한 신뢰, 재난 대비 건축물 안전관리, 원전재난 교육·훈련 영역에서 우선순위의 개선이 필요한 것으로 나타났다. 이에 따를 때, 안전문화를 형성하는 요인으로 학습과 관련된 부분에 대한 관심 과 프로그램의 지원이 특별히 요구된다고 할 수 있다.
