This article aims at suggesting ways to improve the parliamentary system and legislative capacity. Improving the parliament's operating system can enhance parliament's efficiency and legislative capacity, thereby strengthening the legislature's capabilities and power. This can be done through revision of the National Assembly Law without a constitutional amendment. I suggested ways to strengthen the legislative and legislative capacity of the parliament through the introduction of the permanent parliamentary system, the search for an effective method of operating the parliament, the improvement of the parliamentary audit and parliamentary inspection system, and the improvement of the standing committee system. In a presidential country such as Korea, party consultation is a way to reflect the party's position in government policy through the cooperation of the ruling party and the executive. Unlike the parliamentary system, which constitutes the cabinet of the executive branch in parliament, parliamentary consultations, through the co-operation of the ruling party and the executive, carry out the policies promised by the parties in the election.

이 글은 입법부의 역량을 강화하기 위한 방안으로서 국회제도와 당정관계의 개선 방안을 제시하는 것을 목적으로 한다. 바람직한 당정관계를 위해서는 첫째, 정당이 국민의 의사를 수렴하여 정부의 정책에 반영하려는 노력이 필요하다. 둘째, 정당의 정책 역량 강화를 통해 정당이 당정협조 과정에서 제 목소리를 낼 수 있어야 하며, 행정부의 입장에서도 정당과의 긴밀한 협조를 유지하려는 노력이 필요하다. 국회 운영제도의 개선을 위해서는 첫째, 국회법 개정을 통한 상시국회제도의 도입이 필요 하다. 매월 1일 임시회를 개회하는 방안은 대안이 될 수 있다. 둘째, 국회에서의 의사일정 을 교섭단체 대표들과 의장이 협의해서 결정하도록 한 국회법을 개정해서 원내대표간 협상 의 결렬로 국회가 공전되는 상황이 발생하지 않도록 해야 할 것이다. 셋째, 교섭단체 구성 요건을 완화할 필요가 있다. 넷째, 국정감사제도와 국정조사제도를 개선하여 상시 국정감사 와 상임위원회별 국정조사로의 전환이 필요하다. 다섯째, 상임위원회제도의 개선을 통해 의 원의 전문성을 향상시키고 소위원회를 활성화할 필요가 있다.
