The purpose of this study is to identify the main contents of Act on Special Measures concerning Facilitation of Owner-Unknown Land and Act for the Appropriateness of Registry and Management of Owner-Unknown Land by the Japanese Government. Japan has established a related legislation as part of its measures to address the problem of landowners who are unfamiliar with the population and the aging society. As a representative law, Act on Special Measures concerning Facilitation of Owner-Unknown Land(2018) and Act for the Appropriateness of Registry and Management of Owner-Unknown Land(2019). The former, with its focus on revitalization of use, provided the exception, and the latter specified the exception of search and registration, showing the result of legislative propulsion of owner unknown land problem. In the future, as legislative measures for solving the problem of land unknown by the owner in Korea, Japan Laws is an important comparative law.

공동주택은 이 연구는 소유자불명토지문제를 해소하기 위한 일본정부 의 입법적 대책으로 제정된 소유자불명토지의 이용의 원활화 등에 관한 특별조치법과 표제부소유자불명토지의 등기 및 관리의 적정화에 관한 법률의 주요 내용을 파악하였다. 일본은 인구감소사회와 초고령화 사회에 따라 발생하는 소유자불명토지문제를 해소하기 위한 대책의 일환으로 관련 법제를 정비하였다. 대 표적으로 2018년 소유자불명토지의 이용의 원활화 등에 관한 특별조치 법이 제정되었고, 2019년 표제부소유자불명토지의 등기 및 관리의 적정 화에 관한 법률이 제정되었다. 전자는 이용활성화에 초점을 두어 특례 를 규정했다면 후자는 탐색과 등기에 관한 특례를 규정하여 소유자불명 토지문제를 입법으로 해결하려는 모습을 보여 주었다. 향후 우리나라에서도 소유자불명토지문제를 해소하기 위한 입법적 조 치에서 일본의 소유자불명토지해소법제는 중요한 비교법적 전거가 될 것이다.
