Moon Jaein administration has been promoting of the Autonomous police system in the metropolitan area. The government has introduced a plan to promote the transfer of community safety, local transport and local security duties to local government. The government has announced plans to propose a revision of the entire Police Act. The main content of the government proposal is to establish the local police commission as the consensus-making administrative organ. Regional police headquarters are installed in large cities. Provincial police chief is appointed by the Governor. There are parts that have not yet been processed. it lacks the introduction of local police system, the government has provided. For example, there are problems in ensuring political neutrality of the local police and the local police activities to enable local policing This study analyzes the main content of the local police system proposed by the government and proposes improvement measures of the autonomous police system. 정부의 자치경찰제 도입과 관련하여 자치경찰 자체의 중립성 확보가 중요한 문제로 부각되고 있다. 자치경찰이 지방적 차원의 중립성, 즉 정치권, 지방토후세력, 지방유지 등의 영향력으로 자치경찰 활동의 중립성이 훼손될 수 있기 때문이다. 자치경찰의 중립성 훼손 우려는 자치경찰제의 도입에 대한 회의적 시각을 초래하고, 도입의 당위성을 약화시키는 결과를 초래한다. 따라서 자치경찰의 중립성 확보 방안이 마련되어야 한다. 본 연구는 먼저, 이론적 배경으로 중립성과 관련하여 공무원의 정치적 중립성의 의미와 필요성을 살펴본다. 그리고 정부가 추진하는 자치경찰제 방안이 자치경찰의 중립성을 확보하고 있는가를 분석 평가하고, 자치경찰의 중립성 확보 방안을 제안한다. 자치경찰제의 중립성을 확보하기 위한 가장 중요한 과제로서 자치경찰의 조직구조에 대한 중립성 확보 방안, 자치경찰장의 임명방식에 대한 중립성 확보 방안을 중심으로 논의한다.
