The purpose of this study is to draw priority of the improving factor of the sanctions for improper businessman, which reflect the characteristics of the defense project, to prevent sanctions for improper businessman from occurring, and to rationally improve the imposition of excessive of the sanctions for improper businessman to increase the efficiency of defense industry development and defense procurement. This study suggested improvement factors by the researcher by analyzing the theoretical consideration and prior research, and the causes and conditions of the occurrence of the sanctions for improper businessman, reflecting the opinions of experts related to the defense procurement project, and derived the nine improvement factors of the sanctions for improper businessman. Based on the results, analysis and policy suggestions were presented based on the results.

본 연구의 목적은 방위사업 특성이 반영된 부정당업자 제재 개선요인 우선순위를 도출하여 부정당업자 제재가 발생하지 않도록 예방하고, 부정당업자 제재 처분이 과도한 것은 합리적으로 개선하여 방위산업의 발전과 국방조달의 효율성을 증대시키는 데 있다. 본 연구는 연구자가 이론적 고찰 및 선행연구, 그리고 부정당업자 제재 발생원인과 실태를 분석하여 개선요인을 제안하였고 이를 방위사업 관련 전문가의 의견을 반영하여 9개의 부정당업자 제재 개선요인을 도출하였다. 이후 도출한 9개의 개선요인에 대해 어떤 개선요인이 상대적으로 중요한지를 파악하여 제한된 여건 속에서 우선순위를 고려하여 정책을 효율적으로 추진할 수 있도록 AHP(analytic hierarchy process)를 이용하여 우선순위를 선정하였고, 그 결과를 기초로 분석 및 정책적 제언을 제시하였다.
