This inquiry stresses on the institutional refinement and export revitalization as the policy alternatives faced with the problems of the structural crises in the South Korea’s ecological environment of defense industries. In particular, it raises a variety of difficulties in the areas of promoting defense technologies, localizing parts and components, increasing defense R&D, promoting exports, and bringing up expertises. It underscores ways of promoting defense technologies and exports via the “selection and emphasis” strategy for the global competitiveness in terms of price, technology and quality. As the policy alternatives, this paper contends that the institutional refinement of civil-military technological cooperation, organizational and legal enactment for the policy support, refinement and application plans for the government to government contract, and establishment of entering strategies on the global value chains including supportive plans of marketing are necessary.

본 연구는 구조적 위기국면에 있는 한국의 방산생태환경에 대한 문제점을 지적하고 새로운 대안으로 민군기술협력의 제도개선과 방산수출 활성화를 주장한다. 특히 국방과학기술력 증진, 부품국산화 제고, 국방R&D예산 증액, 수출 증진, 전문인력 육성 등 방산 분야의 국제 경쟁력에 있어서 많은 부분 어려움이 있는 점을 제기한다. 따라서 방위산업이 가격, 기술, 품질 측면에서 글로벌 경쟁력을 갖출 수 있도록 전환하기 위해서는 방산 분야별 “선택과 집중”을 통한 국방과학기술력을 증진하고 적극적인 수출지원정책을 제공해야 한다는 점을 강조한다. 정책적 대안으로 민군기술협력사업 관련 제도개선, 방산수출업무와 정책적 지원을 전담할 수 있는 조직과 법령제정, 정부 대 정부 계약제도(G2G)에 대한 개선 및 적용방안, 글로벌 방산업체 부품공급망(GVC) 진입전략 수립 및 마케팅 지원방안 마련 등을 제시한다.
