This study investigated changes in radio broadcasting to North Korea (RBTNK) after the emergence of civil broadcasting players to North. Specifically, it pursued to find out the changes in the nature, contents, and programming of RBTNK, focusing on KBS Hanminjok Radio, Far Eastern Broadcasting Company (FEBC), and a civil player, Unification Media Group, during the period of 2006-2016. The results showed that, first, the more recent it came, the clearer RBTNKs commonly revealed their orientation of broadcasting toward unification, despite their individual character. Second, in programming, they all aimed to diversify their program contents, with the ratio of current affairs/news programs reduced and that of culture/entertainment and culture/entertainment inecreased. In particular, regular programs of RBTNK tended to be softened, but the specially planned programs faithfully reflected then ruling conservative government’s unification policy. Finally, North Korean defectors’ participation in RBTNK increased and their daily lives were highlighted in the programs.

이 연구는 민간 대북방송의 출현으로 행위자(player)가 다양해진 이후의 대북라디오 방송의 변화를 연구했다. 구체적으로 전통적 대북라디오방송인 KBS 한민족방송과 종 교방송인 극동방송, 그리고 민간 대북방송인 국민통일방송을 대상으로, 2006년부터 2016년까지 10여 년간의 대북라디오방송의 성격 변화와 프로그램 편성 등 내용의 변화 를 분석했다. 연구 결과, 첫째 대북라디오방송은 방송사별 특수성에도 불구하고, 최근으 로 올수록 통일을 지향하는 전문채널로 변화하는 공통점을 보였다. 둘째 프로그램 편성 에서는, 세 방송사 모두 시사/보도의 비율이 줄고 교양/정보와 문화/오락의 비율이 높 아졌으며, 프로그램 콘텐츠의 다양화를 지향하고 있었다. 특히, 연구대상 기간이 보수정 부 하에 있었음에도 대북라디오방송의 정규 프로그램은 연성화 경향을 보이지만, 특집 프로그램에서는 보수정부의 통일정책을 충실히 반영하는 모습을 보였다. 또한, 민간 대 북방송 출현 이후 탈북민들의 대북방송 참여가 늘고, 방송 내용에 그들의 일상이 강조 되는 모습을 보였다.
