Through the 'Seoul Agenda' that has been presented in the UNESCO Youth Forum for the 2nd World Conference on Arts Education, which has put an emphasis on 'Lifelong education of culture and arts for everyone', we see many new policies being developed for arts education in South Korea. This study has examined 'El Sistema' that provides us with many perspectives in arts and culture education in the country. In addition, this study analyzed the phenomenon of 'neighborhood Orchestra', which is being organized voluntarily in different towns of South Korea and feeds us with a fresh view on lifelong education. In analyzing the aforementioned two programs, the strategies that were presented in the 'Arts Education Seoul Agenda: Goals for the Development of Arts Education' were used as the tools. In analyzing 'neighborhood Orchestra', literature reviews and in-depth interviews were used. The results show that all three goals of 2010 Seoul Agenda for the development were seen in both programs. It was confirmed that not only the learners but also the teaching artists and parents experienced changes and development in their lives. Only, in case of 'neighborhood Orchestra' program, which is at its cradle, needs for changes were discovered in the view of the strategy details of Seoul Agenda (more active network; continuity of the orchestra education for students; providing education for the teaching artists).

서울에서 개최된 2010 유네스코 세계문화 예술교육대회에서 발표된 「서울 아젠다」를 계기로 ‘모든 사람을 위한 문화예술의 평생교육’을 강조하며 문화예술교육에 대한 정책 이 활발하게 나타나고 있다. 이에 본 연구는 우리나라 문화예술교육에 여러 측면에서 다양 한 시사점을 제공해주는 ‘엘 시스테마’에 대해 고찰해보았다. 그리고 우리나라에서 나타 나고 있는 여러 가지 오케스트라 교육 중에 평생교육의 관점에서 볼 때 지역을 거점으로 자발적으로 나타난‘우리동네 오케스트라’에 대해 분석하였다. 이 두 가지 프로그램을 분석함에 있어 「2010 서울 아젠다: 예술교육 발전 목표」에 나 타난 전략들을 도구로 활용하였고, ‘우리동네 오케스트라’ 분석에는 문헌 자료와 심층면 담을 통해 살펴보았다. 결과 2010 서울 아젠다 발전 목표 3가지 모두가 두 프로그램에 나 타나고 있으며, 학습자뿐만 아니라 예술 강사, 학부모 등 다양한 주체가 함께 변화와 성장 이 나타나고 있음을 확인하였다. 다만 사업 초기인 ‘우리동네 오케스트라’프로그램에서 는 서울 아젠다 전략 항목에 비추어 볼 때, 몇 가지 개선점(네트워크의 활성화, 학생들의 오케스트라 교육의 지속성 보장, 예술 강사를 위한 교육 제공)이 나타났다.
