According to the increasing of Official Development Assistance(ODA), there are key issues on the selection and concentration of them. Specially, education sector is to make a role of the development for developing countries. However, the policy of the existing ODA is a short of not only systematic research but also strategy, so that it is very important issues for aid effectiveness to implementation of them. Considering on these, the objective of this study is to analysis of present situation and main issues of ODA in eduction sector, specially adult education, and then it will be suggest to future plan for ODA strategy and policy in education sector. The main issues through analysis of current situation are as followings; first, concrete goals for development cooperation, second, limitation of selection and concentration, third, professional experts, forth, reinforcement of global competition, fifth, research on experience transference and good results. Therefore, ODA policy of adult education sector is to as followings, first, establishment of systematic ODA strategy, second, human resource development and utilization, third, strengthening of nation mind, forth, embodiment of project contents. It is looking forward to execute the ODA policy of education sector in efficiency through making arrangement, research, cultivation of professional expert, and systematic management in the future.

공적개발원조(ODA: Official Development Assistance)가 증가함에 따라 선택과 집중이 중요한 이슈로 떠오르고 있다. 특히 교육분야의 원조는 개발도상국의 발전을 위한 중요 한 토대가 된다. 그렇지만, 기존의 ODA 정책은 체계적인 연구뿐만 아니라 대외원조전략 도 부족하였다. 그래서 원조의 효과성에 대한 중요성이 더욱 부각되고 있는 실정이다. 이러한 것을 고려하여, 본 연구는 교육 분야, 특히 성인교육분야 ODA의 현황과 주요 이 슈를 분석하고, 이를 통해 향후의 ODA정책을 제시하는 것이 목적이다. 현황 분석을 통해서 나타난 주요 이슈는 첫째, 개발협력, 즉 원조에 대한 구체적인 목 표가 필요하며, 둘째, 선택과 집중의 한계를 극복할 필요가 있으며, 셋째, 전문가의 양성 과 관리, 넷째, 글로벌 경쟁력의 강화, 다섯째, 경험전수와 성과 축적을 위한 연구 등이 필요한 것으로 나타났다. 따라서 미래의 성인교육 분야 ODA 정책은 다음과 같은 측면 에서 전개되어야 할 것이다. 첫째, 체계적인 ODA 전략의 수립, 둘째, 전문가의 양성 및 활용 측면의 강화, 셋째, 국민의식 및 홍보의 강화, 넷째, ODA 사업 내용의 구체화 등으 로 요약할 수 있다. 이를 통하여 연구조사, 전문가 양성, 체계적인 관리 등이 정비되고, 보다 적극적이고 효율적인 교육 ODA 정책이 이루어지기를 기대한다.
