This study aims to find the direction of development of primary school counseling. For more than two decades, students, teachers and parents reviewed related studies to find out how elementary school counseling is perceived, and what demands or expectations are. Second, we found out how representative studies related to the development direction of primary school counseling have presented its direction for the past 20 years or so, and thirdly, how the Korea Elementary School Counseling and Education Association, a leading academic society, has played a role in the development of primary school counseling. Fourth, based on the above three factors, the development direction of elementary school counseling was discussed in relation to the problem that has been proposed. The results of the study are as follows. First, the perception, demands or expectations of primary school counseling by students and teachers' parents have been improving, but they lack more counseling needs and professionalism and administrative support. Second, studies on the development and direction of primary school counseling have also been pointed out similarly over the past two decades. However, this has mainly focused on developing counseling teaching materials for elementary schools, and on developing counseling theory and techniques, and on how substantially these have helped students, teachers and parents on the scene should be verified again. Third, the Korea Elementary School Counseling and Education Association has been making a lot of progress over 20 years, and has contributed a lot to the development of primary school counseling. Along with these developments, development will be needed to improve the expertise of primary school counseling, which can be of real help to teachers and students at real educational sites. Fourth, the direction of development of primary school counseling should be reviewed and reorganized on the realistic basis of practical application and continuously improved so that it can be applied to the new elementary school site changes.

본 연구는 초등학교 상담의 발전 방향을 모색하는 데 목적이 있다. 이를 위해서 20여년 동안 학생과 교사, 그리고 학부모들이 초등학교 상담을 어떻게 인식하고 있는지, 요구나 기대하는 것이 무엇인지를 관련 연구들을 검토하여 알아보았다. 둘째, 초등학교 상담의 발전 방향과 관련된 대표적인 연구들이 지난 20여년 동안 그 방향을 어떻게 제시하고 있는지를 알아보았으며, 셋째, 대표적인 학회인 한국초등상담교육학회가 초등학교 상담 발전에 어떠한 역할을 해 왔는지를 알아보았다. 넷째, 위의 세 가지를 기초로 하여 앞으로 초등학교 상담의 발전 방향을 그동안 제시되어 온 문제와 관련하여 논의하였다. 연구의 결과를 보면 다음 과 같다. 첫째, 학생과, 교사 학부모들의 초등학교 상담에 대한 인식, 요구나 기대는 그동안 발전을 하였지 만, 상담이 더 필요하고 상담할 수 있는 여건과 전문성, 행ㆍ제정적인 지원이 부족하다는 것이다. 둘째, 초 등학교 상담의 발전과 그 방향에 관한 연구들 또한 지난 20여년 동안 유사하게 지적되었다. 그러나 이러 한 것은 주로 초등학교 상담교재개발과, 상담이론과 기법의 개발 등에 초점을 두어 왔으며, 이러한 것들이 현장에 있는 학생과 교사들, 학부모들에게 얼마나 실질적으로 도움이 되었는가는 것은 다시 검증할 필요 가 있다. 셋째, 한국초등상담교육학회는 그 동안 많은 발전을 거듭하여 왔으며, 이로 인하여 초등학교 상 담 발전에 많은 공헌을 하였다. 이러한 발전과 함께 실제 교육현장에 있는 교사와 학생들에게 실질적인 도움이 될 수 있는 초등학교상담 전문성 향상을 위한 발전이 필요할 것이다. 넷째, 초등학교 상담 발전의 방향은 실제적인 적용이라는 현실적인 기반 위에서 검토되고 재정리하여 새롭게 전개될 초등학교 현장의 변화에 적용할 수 있도록 지속적으로 개선해 나가야 한다.
